JOB SUMMARY:
The Director of Housing Services (DHS) is an integral part of the Housing Services leadership team, providing leadership and direction to ECSs permanent supportive housing programs for formerly homeless individuals and families.
The Director of Housing Services supports the Senior Director of Housing Services (SDHS) by overseeing the implementation of new programs and development of policy and systems to achieve the goals and vision established for the Housing Services Department. The DHS directly supervises the Associate Directors of Housing Services (ADs) to ensure the provision of client-centered services are administered professionally, effectively and consistently with ECSs mission, values and goals, and in accord with public and private funding requirements.
The DHS collaborates with ECSs Asset Management team, Housing Development, Finance, Funds Development, and other program and administrative staff to ensure effective service delivery, sufficient funding and sound financial management. The Director represents ECS to public agencies, community groups, and cooperating organizations on matters affecting ECSs housing service delivery.
PRIMARY RESPONSIBILITIES:
  1. Oversees the program development, design, and services operation at new PSH sites developed or acquired outside of San Francisco; This includes active participation in the projects Community Advisory Groups, and requires commuting to the sites, as needed.
  2. Collaborates with the Senior Director of Housing Services, and other senior and executive leadership, around program vision and design, directly coordinating and implementing the set-up and operations of new initiatives and programs (Examples: program expansion to other cities and counties; developing initiatives to improve the quality of life and self-sufficiency of our tenants; staff development and recognition programs; expand food security efforts; expanding services within the department; developing external partnerships to benefit our residents, etc.)
  3. Provides direct supervision and support to the Associate Directors of Housing Services.
  4. Facilitates/co-facilitates departmental meetings such as the monthly Housing Managers Meeting, the weekly Housing Directors Meeting, Housing All-staff meetings, etc.; Participates in regular meetings of ECSs directors and management staff to promote collaboration and service integration across departments.
  5. Responsible for ensuring that all operational tasks are completed accurately and on time (payroll, onboarding processes with HR, reporting to funders, RFP/RFQ responses, grant applications and renewals, etc.)
  6. Ensures full compliance with contracts and regulatory agreements.
  7. Collaborates with Senior Director of Housing Services to foster innovative thinking, best practice, cooperation, collaboration and service integration among Housing Services staff and partners, as well as between ECSs Housing Services teams and other ECS programs.
  8. Develops, negotiates and manages effective public and private partnerships for housing, social services, health services and money management.
  9. Collaborates with the Senior Director of Housing Services and the Impact and Analytics team to develop efficient, user-friendly client data and reporting systems.
  10. Partners with Associate Directors of Housing Services to facilitate effective service delivery by the development and management of quality assurance and program evaluation systems.
  11. Supervise experienced Associate Director-level leaders to drive success of their program areas, achieve outcomes, and build high-performing teams.
  12. Collaborates with the Associate Directors of Housing Services to ensure a work environment of positive communication, participation, and opportunity for professional development.
  13. Under the guidance of the Senior Director of Housing Services, represents ECS to community organizations, networks and coalitions (SHPN, LHCB, CoC Subrecipient Team, etc.) to encourage positive and collaborative working relationships, influence favorable housing policy, and to improve service delivery.
  14. Partners with the Senior Director of Housing Services, the Associate Directors of Housing Services, ECSs CFO and Finance team, and Fund Development to develop the Housing Services budgets on an annual basis.
  15. Collaborates with the Senior Director of Housing Services, the Associate Directors of Housing Services, and the Impact and Analytics team to develop attainable and measurable workplan goals for the department that align with the vision for the department and ECSs Strategic Plan
  16. Under the leadership and direction of the SDHS, assumes responsibility for housing-related fund development from private and public sources, researching and writing proposals, and negotiating and reporting grants and contracts, directly and collaboratively with ECSs Development Department and Finance Department.
  17. As directed by the SDHS, maintains productive working relationships with key private and public funders.
  18. Performs other duties as assigned.

QUALIFICATIONS:
  1. At least five years of progressive experience in human services administration.
  2. Experience in supportive housing and/or service delivery for homeless and other very low-income families and individuals.
  3. College degree in social work, nonprofit administration or related human services field preferred.
  4. Strong working knowledge of the physical and behavioral health needs of ECSs client population.
  5. Knowledge of and commitment to harm reduction practices.
  6. Working knowledge of housing and homeless services funding sources, both public and private.
  7. Ability to lead, motivate and develop a workforce of diverse professional, educational, and socio-economic backgrounds; an advocate for the wellness of staff who can be exposed to secondary trauma; a kind, compassionate individual; cool under fire but balanced with appropriate intensity.
  8. Ability to maintain focus on organizational vision while attending to necessary and appropriate details.
  9. Excellent verbal and interpersonal communication skills; strong comfort level with public speaking.
  10. Must possess excellent professional writing skills, as this position involves writing for grant applications, RFP/RFQ responses, legal responses, correspondence with our funders, regular written direction to the Housing Services Department, and documenting new policies.
  11. Collaborative work style, initiative, and flexibility.

  14. Computer proficiency and proficiency with MS Excel, Word, Outlook is required.
