ORGANIZATION OVERVIEW:
Face to Face Health and Counseling is a non-profit organization dedicated to advancing economic and health equity for youth ages 11–24. We do this work through a comprehensive approach that includes housing, mental health, medical, youth justice, education and employment, and community services. We take a strengths-based and trauma-informed approach to our work and center the needs of young people impacted by racism and other forms of oppression and marginalization. Founded in 1972, Face to Face serves more than 3,000 youth annually.
JOB SUMMARY:
The Community Programs Manager provides leadership to community programs for youth and adults including health education, MNsure navigation, and youth leadership. The Community Programs Manager is responsible for ensuring the accomplishment of goals that align with our vision, mission, values, and the evidence-based principles for working with youth. Major areas of focus include team development, program management, budget management, grant management, community partnership development, and direct work with youth.
RESPONSIBILITIES:
Community Programs Leadership:
- Provide leadership and oversight of daily program functions.
- Maintain knowledge of best practices, trends, and update policies as needed.
- Ensure appropriate staffing levels on all teams to provide excellent service to youth and the community.
- Develop and implement systems and policies to increase efficiency, increase access, and foster cross-team collaboration.
- Work closely with the staff and the Director of Healthcare Services to create and implement appropriate new programming that meets the needs of our target populations.
- Ensure that barriers to services are reduced or eliminated.
- Ensure that all program activities meet the highest standards to ensure equity for all youth.
- Develop and implement strategic goals for programs and participate in organizational strategic planning.
- Ensure integration of program services in collaboration with other organization leaders.
- Develop a structure for young people to be engaged in leadership and advocacy at Face to Face and in the broader community.
- Collaborate with the Community Engagement Coordinator to develop a youth outreach plan.
- Develop relationships and partnerships with other organizations and community services.
Staff Management and Leadership:
- Attract, empower, train, and supervise a diverse staff.
- Oversee hiring, onboarding, and training of Health Educators, Health Care Access Specialist, and Youth Leadership Coordinator.
- Work with leaders to identify staff to cross-train as MNsure navigators.
- Provide performance evaluation for assigned staff, including goal setting, professional development, performance improvement, and assessment of training needs.
- Identify and resolve staffing problems and conflicts.
Financial and Grant Management:
- Work with the Development Department to create grant funding proposals.
- Oversee implementation of all program grants including budget management, work plan implementation, data collection, and reporting.
- Work with the Finance Department to develop and manage the annual program budget and expenses.
- Monitor the financial performance of MNsure navigation.
Compliance and Safety:
- Ensure staff maintain patient confidentiality in accordance with HIPAA, organization policies, applicable laws, regulations, and ethical standards
- Provide leadership and follow up regarding incidents, errors, and other service issues as needed.
- Oversee appropriate actions related to safety and emergency preparedness.
Other:
- Investigate and resolve youth grievances for relevant program areas.
- Engage in personal development and organizational systems change related to anti-racism and social justice work.
- Provide all services guided by the Nine Evidence-Based Principles for Helping Youth Overcome Homelessness.
- Perform other duties as assigned.
QUALIFICATIONS:
- Minimum of a Bachelor’s or equivalent degree in public health, youth studies, social work, or human services; or equivalent experience.
- Experience working with youth and/or adults experiencing disparities in life outcomes.
- Experience in supervision with strong people management to effectively work through conflict, lead change, and motivate staff.
- Ability to think strategically about the mission, organization, and program operations.
- Experience in program development, strategic planning, and system-based organization skills.
- Strong organizational skills and ability to manage multiple projects, coordinate schedules, and manage details.
- Attention to detail with consistent focus on the bigger picture.
- Exceptional problem-solving skills.
- Excellent verbal and written communication skills.
- Ability to work independently, use time effectively, work under stress, and intervene appropriately in crisis situations.
- Flexible and adaptable to a fluid work environment.
- Demonstrated ability to work and communicate effectively with people of diverse ethnic, economic, racial, and cultural backgrounds.

LOCATION:
Community-Based – This role works at all Face to Face locations and involves extensive time in the community including outreach sites, partner organizations, community events, etc. Work location will vary week to week. Employees may be required to be fully onsite during the initial 3-month training period.

- Flexible schedule with availability to work evenings and weekends as needed.
- Face to Face is subject to the government mandate requiring employee COVID vaccination. All employees will be required to get vaccinated.

PAY & BENEFITS:
The pay rate for this position is between $60,000 - $65,000, based on qualifications.
