Federal Mine Safety and Health Review Commission is Hiring an IT Specialist (INFOSEC) Near Washington, DC

The incumbent serves as one of the Information Technology Specialists and reports directly to the Director of Information Technology (IT). The incumbent of this position will assist the Director of Information Technology with all technical aspects of the IT infrastructure and telecommunication components by applying IT systems security principles and methods in order to recommend appropriate technical strategies to resolve complex and persistent IT security challenges.

Qualifications:

You must meet the following requirements by the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Performing security compliance analysis for Information Technology (IT) services which involves developing, implementing, and maintaining information systems security, security policies and procedures including disaster recovery and contingency planning according to federal laws, regulations and guidelines (some examples may include but are not limited to Risk Management Framework, NIST 800-53, NIST 800-37, Cyber Security Framework, or Federal Information Security Management Act (FISMA)). Examples of such experience include the following:

- Experience identifying IT systems and security problems to identify weaknesses, develop and evaluate options, and implement solutions; OR
- Participating in or conducting risk assessment activities for planned or existing information systems or services to identify applicable security threats, risks, and controls; OR
- Experience administering computer system networks, and designing and evaluating operations in IT Security environments; OR
- Experience generating reports of IT threats and vulnerabilities and managing systems that provide these reports; OR
- Experience with networking concepts, configuring security tools, executing scans, evaluating scan results and providing assistance with remediation.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Responsibilities:

As a/an IT Specialist (INFOSEC), you will:
  • Conduct risk and vulnerability assessments of planned and installed information systems and analyze and determine risk mitigation processes.
  • Apply Computer Network Defense (CND) systems security as well as Zero Trust Architecture principles and policies to develop long-range plans for IT security systems that anticipate and minimize risks associated with IT systems vulnerabilities.
  • Provide expert technical advice on security aspects of network and systems design to ensure implementation of appropriate systems security applications and policies.
  • Track audit findings and recommendations to ensure that appropriate mitigation actions are taken and participates in Risk Governance process to provide security risks, mitigations, and input on other technical risks.
