TITLE: Housing Counselor

SUPERVISOR: Housing Department Program Manager
LOCATION: Kent & New Castle Counties, DE
POSITION SUMMARY: This position assists homeless, displaced, and/or low-to-moderate-income individuals and families throughout the state of Delaware on their journey to self-sufficiency by providing counseling and education which fosters access to, and/or acquisition of, safe, affordable housing. Provides pre-and-post homeownership counseling and education, financial skills and capability education, budgeting, and basic credit counseling. Provides counseling and education to renters and homeowners in default or delinquent status in order to retain housing. Informs individuals, families, and communities of the housing services available throughout the state, fair housing rights, and other appropriate topics.
MINIMUM QUALIFICATIONS: Applicants must have education, training or experience demonstrating competence in the following areas:
1. Knowledge of the principles and practices of business and/or public administration.
2. Experience interviewing and counseling individuals.
3. Knowledge of record-keeping and files management.
4. Experience interpreting and application of federal and state rules and regulations governing housing management programs.
5. Computer skills including, but not limited to, Microsoft Excel, database management, client management systems.
6. Ability to communicate effectively.
DUTIES & RESPONSIBILITIES
· Conducts workshops and/or training to provide education and information to customers regarding homeownership. rental or landlord/tenant issues, mortgage default and foreclosure topics, financial capability and budgeting, and other appropriate topics as needed.
· Perform outreach related to programming and housing issues
· Reach or surpass annual outcome benchmarks as developed by program management.
· Foster partnerships with faith-based, community, public, and private organizations to further access to safe, affordable housing for low-to-moderate-income Delawareans
· Conduct initial intake and assess client needs. Develop an action plan. Provide education, counseling, and other appropriate support to individual or family throughout the duration of the plan in order to reach their goals.
· Maintain accurate, confidential client files inclusive of all required documentation.
· Willingness to work evening and or weekend hours to accommodate client needs and the program.
· Ability to travel out-of-state and/or overnight for periods of time related to training and/or other events.
· Must obtain certification as a HUD-Certified Housing Counselor within 90 days of employment
· Must maintain current knowledge of programs by attending training, workshops, and seminars (place-based or web-based) concerning housing issues as required by Housing Manager.
· Complete weekly, monthly, and quarterly reports in a timely, accurate manner
· Perform other related duties as deemed necessary.
Job Type: Part-time
Pay: Up to $23.00 per hour
Expected hours: 30 per week
