Summary
The HCV Case Manager provides services to low-income families seeking housing subsidies from the Galveston Housing Authority. The Case Manager determines eligibility and suitability using written administrative policies and procedures, client interviews and document verification. The Case Manager conducts eligibility interviews of new applicants and current participants, determines housing assistance payments and tenant rent calculations, and educates and counsels applicants/participants of the Housing Choice Voucher Program. The Case Manager resolves concerns between Property Owners/Landlords, tenants, and the Housing Authority.
Duties and Responsibilities
· Interprets and implements HUD regulations and guidelines
· Maintains client physical and computer-based case files and records with accuracy and efficiency
· Reviews case files for program compliance to assure all documentation, information and signatures are current and consistent, complete, and accurate as required by the Housing Authority, HUD policies and regulations, and all other applicable Federal, State and local laws
· Obtains all required tenant certifications and authorization to collect information. Reviews tenant provided information carefully and brings any errors or omissions in tenant supplied data to the Supervisor
· Conducts briefing sessions with applicants to inform them of HCV program functions and assists them with locating a unit through private rental market
· Ensures that participants know and understand they cannot lease up outside of GHA’s operating area
· Answers telephone calls from participants and responds to routine calls and routes calls as necessary per SOP
· Initiates telephone calls as requested to do so by supervisor and provides feedback
· Establishes and maintains all office files in accordance with GHA procedures and instructions of supervisors
· Serves as custodian of office files
· Prepares reports as instructed and completes other technical assignments in support of the department’s work load
· Mail out appointment notices with the designated time
· Completes annual re-certifications and re-examinations accurately and on time
· Ensures that at annual re-examination time, participants residing outside of Galveston adhere to portability requirements
· Adheres to all HCV Standard Operating Procedures
· Maintains office files in a neat and orderly fashion and files documents properly within 2 business days of receipt
· Properly completes and files all contract and lease documents
· Meets goals and time frames as set forth by the HCV Director for all HCV duties and responsibilities
· Maintains a log of completed certifications
· Attends departmental and Authority-wide staff meetings
· Attends meetings with participants and Property Owners/Landlords
· Deals with the public and residents in a pleasant and courteous manner, both in person and over the telephone
· Possesses ability to multi-task and perform efficiently in a fast-paced work environment
· Communicates effectively both orally and in writing
· Conducts group presentations for maximum comprehension
· Possesses sensitivity to persons from culturally diverse backgrounds, persons with special needs and the homeless
· Maintains effective working relationships with staff, representatives of local government, program participants, community-based organizations and the public
· Works independently with minimal supervision
· Handles large volume of inquiries, telephone, email and written communications
· Other duties as assigned
Education and Experience
High School diploma or GED certificate required
At least two years case management or equivalent experience
Certifications, Licenses and Registrations
Ability to obtain an Occupancy Specialist certification within 1 year of hire
Bond ability
Must possess a valid Texas Drivers’ License and maintain eligibility for coverage under GHA fleet auto insurance
Supervision Received and Given
Employee receives instruction from the Housing Director. The employee will plan and carry out routine work activities with minimal supervision and independently resolve problems that arise. The employee’s work is reviewed for conformity to organizational policies and attainment of objectives.
Guidelines
Employee performs routine duties following established HUD rules and regulations, as well as Authority policies and procedures.

Pay: $36,000.00 - $38,000.00 per year
