The Family Services Case Manager is responsible for the recruitment, training, licensure, and monitoring of foster homes on and off the reservation.

· Coordinate and complete a home study and lengthy investigation which involves verification of the medical, financial, and criminal backgrounds of prospective foster parents as wells as visiting the home to ensure an appropriate and safe environment; Conduct monthly home visits to foster families on or off the Community to evaluate the quality of care foster children receive in the home.

· Develop and present foster care related education from local programs and agencies; Evaluate and collaborate with community based and other public organizations to meet the needs of the clients.

· Coordinate and facilitate foster parent training courses; Coordinate CPR and First Aide training and track trainings completed by foster parents including ongoing trainings completed; Ensure follow up of individuals and families interested in becoming a foster parent in a timely manner.

· Monitor the adjustment of the family and foster children, and discuss how the family can cooperate with Tribal Social Services in working out care issues, learning through support and training, and carrying out mutual obligations; Work with child welfare staff assisting with development and/or implementation of care plans.

· Maintain liaison between foster homes and child welfare staff; maintain liaison with other Community, State and Federal agencies concerning foster care.

· Conduct foster parent recruitment and outreach during community events.

· Provide follow-up for all receiving home placements to ensure positive outcome to include providing up to date information for Akimel O’odham/Pima and Pee-Posh/Maricopa cultural activities as well as ensuring cooperation for the child’s case plan; Engage foster parents in methods to solve problems, and refer them to available resources, and monitor situations.

· Participate in the development of foster care procedural guidelines and training program.

· Prepare records and reports as required including completing a monthly report and foster care invoices; Complete all necessary program reports and evaluations as assigned.

· Perform other related duties as assigned.

· Knowledge of Native American families and the social concerns as it related to child welfare.

· Knowledge and understanding of the history, culture, customs, and traditions of the Akimel O’odham/Pima and Pee-Post/Maricopa people.

· Knowledge of child development, nutrition, mental health, health and the various experiences a child may have as a child in need of care.

· Considerable knowledge of case management principles and practices.

· Considerable knowledge of health and medical information.

· Considerable knowledge of social services, community organization and health services.

· Considerable knowledge and experience in working with children and their families.

· Professional knowledge in established policies, professional standards of state welfare and Gila River Indian Community Tribal Law and Order Code.

· Skill and ability in interviewing, problem solving, assessment and case planning.

· Ability to maintain appropriate data.

· Ability to maintain strict standards of confidentiality for both clients and records.

· Ability to continuously remain informed regarding new and updated services and events available by community resources and their appropriate utilization.

· Ability to work independently and make difficult decisions based on observations and documentation related to cases.

· Ability to maintain a strict standard of confidentiality.

· Ability to communicate effectively verbally and in writing.

· Ability to follow written and verbal instructions.

· Ability to establish and maintain effective working relationships with other employees, Community Officials and the general public.

· Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.

Bachelor’s degree from an accredited college or university in Social Work, Counseling, Sociology, Family Services, or a closely related field and two (2) years’ experience in providing social work or case management services to children and families.

· Required to pass a background check and fingerprint clearance as a condition of employment and must continue to maintain throughout the duration of employment.

· Background checks are required for positions that involve regular contact with or control over Community Children in accordance with The Indian Child Protection and Family Violence Prevention Act, 25 U.S.C. Sections 3201 through 3210 and C.F.R. Part 63 and positions that have regular contact with the Elderly.

· Required to obtain a Tribal Operator’s permit. Valid state driver’s license with a currentproof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application.

· Required mandatory reporter pursuant to Title 7, Chapter 2 (7.205), B.

· Required to attend Title 7 Mandatory Reporting training on a yearly basis.
