What are the responsibilities and job description for the Utility Service Crew Leader position at GILA RIVER INDIAN COMMUNITY?
The Utility Service Crew Leader is responsible to lead and direct a small crew engaged in the skilled installation, maintenance and repair of the Community’s water distribution system. Incumbent is responsible for operating a backhoe and participating in the activities of the crew. Utility Service Crew Leader receives job assignments through work orders and verbal instructions and is expected to carry projects through to completion, resolving most problems with some independence.
· Plan, assign and supervise the work of service crews engaged in the installation, relocation and repair of water mains, service connections, fire hydrants, valves and related water distribution equipment; Inspect the work in progress of employees, checks materials and workmanship, suggests improvements in work methods and procedures.
· Oversee the construction of water main extensions and other distribution facilities; perform installation, maintenance, inspection and repair work on water distribution systems and/or collection systems, including water mains, service connections, meters, meter boxes, valves and fire hydrants.
· Perform installation and repair work including digging and backfilling trenches, installing and repairing pipelines, including cutting, tapping, threading and making joint connections on copper, plastic and other pipe material.
· Complete and submit “Work Orders” on all jobs completed; prepare requisitions for materials, tools and equipment; maintain record of “Time and Materials” for all jobs performed and submit to office upon completion.
· Train and coordinate the duties and responsibilities of the Utility Service Technician I and Utility Service Technician II; train employees in work procedures, departmental policy and safety practices.
· Prepare field sketches showing the location of new installations, relocations, and unrecorded lines and valves; conduct Blue Staking as needed.
· Respond to emergencies such as breaks or blockages; investigate and assist in preparing accident and damage reports.
· Flush and clean valves, including extensions and new or replaced lines; raise, lower or relocate water mains, water meters, valves and fire hydrants.
· Operate backhoe, trencher tractors, septic tank pump truck and dump truck with or without equipment trailer.
· Communicate with homeowners regarding work on water distribution and wastewater collection system and septic tank pumping; investigate high consumption complaints or inquiries; perform re-reads due to high use or suspicion of meter malfunctions.
· Connect and disconnect customer service due to payment or non-payment; demonstrate continuous effort to improve operations, and work cooperatively and jointly to provide quality customer service.
· Locate and read water meters on an assigned route and records readings on a hand held reading device; clean out flooded and buried meters; ensure meters are functioning properly; repair and replace meters as needed.
· Perform other related duties as assigned.
· Working knowledge of plumbing installation and repair.
· Working knowledge in the use of various hand tools and mechanical equipment, such as pumps, sewer rodder/snakes, weed eaters, etc.
· Knowledge of methods, materials, tools, and standard practices for the installation, operation, inspection, maintenance, and repair of water distribution or wastewater collection systems and related equipment.
· Knowledge of Federal (OSHA) regulations and Community policies regarding safe work practices.
· Knowledgeable in the use of safety equipment and maintaining a safe site.
· Knowledge of utility systems of the Gila River Indian Community.
· Ability to effectively plan, supervise and coordinate work of others.
· Ability to communicate effectively verbally and in writing.
· Ability to read and interpret meters and testing equipment.
· Ability to locate system breaks or maintenance areas using a map or diagram and make rapid decisions to alleviate a potentially hazardous situation.
· Ability to operate power equipment, hand tools and a motor vehicle.
· Ability to prepare written reports and maintain system performance records.
· Ability to establish and maintain effective working relationships with other employees, Community Officials and the public.
· Ability to perform all physical requirements of the position; agree to maintain a drug-free workplace.
High School Diploma or GED and a minimum of three (3) years’ experience in construction maintenance and/or repair of underground utility systems to include two (2) years of experience as a heavy equipment operator and one (1) year supervisory experience.
Must possess an Arizona Grade I Wastewater Collection Operator Certificate or Grade I Water Distribution Systems Operator certification.
ADEQ II Wastewater Collection Operator Certificate or ADEQ Grade II Water Distribution Systems Operator Certificate preferred.
Class A Commercial Driver’s License (CDL) required.
Required to obtain a Tribal Driving permit. Required to obtain a Tribal Operator’s permit. Valid state driver’s license with proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application.
