JOB SUMMARY

Under general supervision of the Engineering Manager, performs a variety of technical, paraprofessional, and customer service-related activities associated with processing and issuing excavation permits, special event permits, encroachment/pipeline agreements, and concrete maintenance programs. May also serve as backup for processing business licenses, building permits, and stormwater permitting applications. Coordinates necessary approvals and maintains a variety of records.

MINIMUM QUALIFICATION

Four (4) years of experience in customer service, answering incoming calls and making outgoing calls, processing applications and detail-oriented work or any combination of education, experience, and training that provides the knowledge, skills, and abilities to perform the job's essential functions.

Special Requirements

Must possess a valid and unencumbered driver's license.

ESSENTIAL FUNCTIONS

· Review and issue excavation permits. Ensure applications comply with existing ordinances, regulations, and state requirements. Calculate various fees in accordance with current ordinances and fee schedules.

· Review, maintain, and manage required bonding related to excavation permits.

· Review/issue special event permits, ensure applications adhere comply with ordinances, regulations, and state requirements. Calculate various fees in accordance with current ordinances and fee schedules.

· Assist city/town administrators, attorneys, and engineering staff with encroachment and pipeline franchise agreements to ensure language best adheres to current local ordinances and requirements.

· Process end-of-month reconciliations, create and manage invoices, and collect fees for any public Right-of-Way (ROW) permits to ensure accuracy and timely payments.

· Handle collections for past due accounts for any public ROW permits.

· Assist the public with applying for and understanding requirements for any ROW improvement permits (curb cuts) and/or concrete maintenance program, and coordinate communication/scheduling between the public and engineers/inspectors.

· Provides information to the public applicants and internal staff to ensure compliance with regulations, ordinances, policies, and procedures.

· Prepares and maintains an efficient tracking and filing system for licenses, permits, and related documents.

· May serve as backup for reviewing and processing building permits, business licenses, and planning applications.

· Process cash, check, or credit card payments, and cashier checks for Land Use files, business licenses renewal payments and new application fees, and performance and completion bonds; completes cashier paperwork to submit to the agency cashier and submits daily deposits to the Director of Finance.

· Prepares, prints, and mails licenses, permits and agreements.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

· Ordinances of the various member municipalities of the Greater Salt Lake Municipal Services District.

· Knowledge of reading plans, pulling plat recordings to verify public ROW or utility easements, and coordinating with contractors/engineers for traffic control requirements and reviews.

· Government regulations

· Organizational procedures and functional details of municipal government operations

· Modern business office practices and procedures

· Administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology

· Project Management

· Govern general regulatory permits and licensing practices

· Perform basic accounting and cash handling

· Be proficient with computer programs and internet usage and research

· Work independently and with a team; maintaining effective working relationships with others

· Put forth effort to improve operations, decrease turnaround times, and streamline work processes

· Provide quality seamless customer service

Job Type: Full-time

Pay: $22.38 - $32.50 per hour

Expected hours: 40 per week
