Guttmacher Institute is Hiring a Research Portfolio Analyst Near New York, NY

Position summary: A Research Portfolio Analyst monitors the progress of research activities for a portfolio of projects, programs, and initiatives, identifying and facilitating the resolution of problems that have a significant impact on the overall goals of the Research Division. Under the direction of the Director of Research Operations, the Research Portfolio Analyst works in close collaboration with the project team to monitor the successful execution of a portfolio of proposals and awards that are diverse in scope. A Research Portfolio Analyst maximizes efficiency and smooth workflows to ensure that workplans are executed per funding, scientific, and/or regulatory specifications. They ensure that the conduct of work integrates with the Institute’s broader administrative processes and best practices, including by ensuring timely communication about project updates and with key internal and external stakeholders. A Research Portfolio Analyst will contribute to a range of administrative and institutional activities on one or more projects or project components during pre-award and post-award phases.
Responsibilities: Administrative duties
  • Support the forecasting, planning, and managing a portfolio of projects and programs, including by monitoring the timely accomplishment of project management tasks, in collaboration with the Research Administrative Team, Research Directors, and project/program team leads.
  • Develop and maintain records of project and program progress, and prepare periodic and ad hoc reports (e.g., monthly fiscal reports, workplan progress reports, staffing allocation and percent time effort reports), as required by the Research Management Team, Development team, Finance team, and other regulatory bodies, among others.
  • Monitor and support coordination of administrative tasks (e.g., budget development and tracking, consultant and subcontractor schedules, invoice review and approval for payment) requiring input from multiple stakeholders internal or external to the project/program team and/or to the Institute.
  • Identify and/or coordinate responses to funding opportunities between project/program teams and Development to ensure timely submission of proposals, including supporting budget monitoring and reporting.
  • Monitor and ensure regulatory and compliance requirements are met, in collaboration with the Institute’s compliance officer.
  • Serve as liaison between project and program teams and relevant internal units (e.g., research administration, Finance, Human Resources, IT, Development, Enterprise Project management Office) to ensure that projects are appropriately resourced and follow organizational procedures and best practices.
  • Act as liaison between Institute teams and external stakeholders (consultants, sub-contractors, international partners), including by monitoring communications to ensure internal and external stakeholders remain informed about project/program status, and needs, including regulatory and reporting requirements.
  • Monitor and communicate with division and Institute decision-makers about project/program human resources needs to ensure timely staff recruitment, onboarding, offboarding, and evolution of staff effort allocations.
  • Monitor and ensure coordination of activities between the scientific, communication, and policy teams.
  • Monitor reporting requirements to ensure timely preparation of programmatic and funder reports for internal and external audiences and for audits.
  • Monitor compliance with the storage, archiving and/or disposal of project documents, data, and other related materials.
Project-level tasks
  • Provide administrative support to project leads, program managers, project managers, project coordinators, and other study team leaders.
  • Monitor study procedures to ensure appropriate documentation and compliance with data security, data management, and confidentiality standards.
  • Monitor and ensure the development and execution of staff training, such as required by funders, the IRB, or other relevant areas.
  • Monitor and ensure quality control for project activities.
  • Create, give input to, and monitor a pipeline of information on project health issues and risks with the EPMO.
  • Other duties, as assigned.
Qualifications:
  • Strong customer service and interpersonal skills
  • Ability to interact positively and constructively with diverse individuals and teams
  • Experience with research administration, research coordination and/or project management
  • Excellent written and verbal communication skills
  • Ability to multi-task, prioritize, track activities, and effectively manage time and competing deadlines
  • Detail-oriented with strong organizational skills
  • Self-motivated and able to adapt to change while working under stressful circumstances
  • Ability to operate all standard office equipment and software including MS Office
  • Ability to use, or learn to use, multiple software systems for communication, tracking and management, including Asana, Questica, Slack
  • Experience with research grant management in the population sciences strongly desired. Ability to plan ahead, foresee issues, and develop appropriate risk mitigation plans
  • Demonstrates a high degree of professionalism
  • 3-5 years of progressively responsible related work experience in research administration or another relevant field.
Salary And BenefitsThe starting salary for this position is $78,501 to $121,702 and will be commensurate with experience. This is a union-represented position. The Guttmacher Institute practices a hybrid work schedule, requiring in-office attendance 8 days per month at our NYC location. We offer excellent benefits, including medical, dental, vision, and life insurance; vacation, personal, and sick time; paid parental leave; tuition reimbursement; commuting subsidy; and a 401(k) plan with employer match. The range for this position is specific to New York and DC, but base pay may vary depending on a wide range of factors, including experience, skill sets, and training.
