What are the responsibilities and job description for the VP of Risk position at HAPO Community Credit Union?

HAPO Community Credit Union has an exciting opportunity for a Vice President of Risk to join our team. We are looking for an experienced, forward thinking, analytical individual with proven coaching and mentorship ability. The VP of Risk is a senior leadership position and will be responsible for the success of the Compliance, Fraud, and Enterprise Risk Management staff and operations. They are responsible for oversight of Risk programs and directly supervising employees within their division to support a highly motivated, well-trained staff. Essential Job Functions include but are not limited to:

  • Provide strategic direction and leadership to the Compliance, Fraud & ERM management teams and departments
  • Provide guidance and oversight to management regarding the credit union’s BSA/AML/CIP, Record Retention, Business Continuity, Third-Party Risk Management, Courtesy Pay and Identity Theft Prevention policies and programs
  • Mentor and develop team leaders and members, promoting professional growth and performance excellence
  • Foster a culture of accountability, continuous improvement, and ethical behavior
  • Develop and execute the credit union's ERM, compliance, fraud management strategy, aligning it organizational goals
  • Collaborate with other senior leaders to align risk management initiatives with overall business objectives
  • Prepare regular and ad-hoc reports for executive management and regulatory authorities, summarizing compliance issues and deficiencies, fraud incidents, losses, trends, and overall risk mitigation efforts.
  • Oversee the monitoring and analysis of various credit union reports for risk to include but not limited to third-party risk, business continuity readiness, identity theft, check fraud, anti-money laundering, account takeover, scams, debit card and credit card transactions.
  • Oversee relationships with Risk’s third-party vendors ensuring their effectiveness and compliance with contractual agreements.
  • Ability to perform responsibilities of BSA/OFAC Compliance Officer, Identity Theft Program Prevention Coordinator and Business Continuity Coordinator
  • Provide input on any compliance/risk management concerns relevant to proposed and current products and services offered by the credit union
  • Monitor, communicate and report developing trends and changes in regulatory compliance, risk management, and fraud trends
  • Ensure any required external audits for ERM, Compliance or Fraud related activities are completed and serve as a liaison during such engagements, including state and federal exams
  • Must make critical organizational decisions and/or commitments on behalf of the credit union
  • Fully understand and strictly adhere to all Federal Regulations as they pertain to the credit union and your position
  • Strictly adhere to all credit union policies and procedures
  • Required to take and pass all assigned HAPO regulation and procedures training


Desired Skill Sets and Knowledge:

  • Previous banking or credit union experience, specifically in a compliance or risk management capacity
  • In-depth knowledge of fraud detection technologies, industry trends, and regulatory requirements
  • In-depth knowledge of BSA/AML/CIP and record retention regulatory requirements
  • In-depth knowledge of regulatory frameworks, including NCUA guidelines and other relevant regulatory requirements
  • Knowledgeable of credit union’s strategic goals, including member and product growth, and able to balance this with fraud mitigation and compliance.
  • Skilled in strong analytical, statistical, problem-solving, and decision-making skills
  • Strong interpersonal skills for effectively resolving complex issues and engaging with a wide variety of people, both inside and outside of the credit union
  • Ability to navigate difficult, complex, and sensitive situations with composure
  • Strong mentoring and coaching experience for a team with diverse levels of expertise
  • Strong time management and organizational skills. Demonstrated ability to manage multiple priorities and business lines in a fast-paced environment
  • Exceptional leadership skills, ability to motivate, influence, and engage direct and indirect reports and peers with a significant level of diplomacy and trust
  • Excellent communication skills (verbal, written, presentation), confident in all settings with individuals at all levels of the organization both internal and external
  • Energetic, forward-thinking, and creative in business solutions with high ethical standards and trustworthiness
  • Ability to collaborate with other departments and third-party vendors.
  • Ability to demonstrate planning, organization, strategy and drive-for-results.
  • In-depth knowledge of regulatory requirements and best practices related to compliance and fraud in the financial services industry
  • Knowledge of core banking systems, card processors, and fraud detection analytics software

Requirements:

  • Bachelor’s degree or 5 years of related experience in compliance/fraud risk management within the financial services industry, with at least 2 years in a leadership role, or an equivalent combination of education and experience
  • Professional certifications such as CRCM (Certified Regulatory Compliance Manager), CFE (Certified Fraud Examiner), CFCS (Certified Financial Crime Specialist), CBSAP (Certified Bank Secrecy Act Professional), CRVPM – Level III (Certified Regulatory Vendor Program Manager) or equivalent are a plus.

Starting Annual Salary (DOE): $132,968.37 – 199,452.66

Typically, Selected candidates are hired between the minimum and midpoint range, based on applicable experience and qualifications

This is a full-time, exempt position
