The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Long-Term Care Systems Specialist 1 (LTCSS 1) will support the Center in assessing and analyzing the state’s aging and long-term care ecosystem. The LTCSS 1 will assist with research and assessment of gaps in services and supports needed by New York’s older adults and those with disabilities to inform the Master Plan for Aging (MPA) recommendations. Research will be focused on providing recommendations to eliminate barriers and increase access to quality, affordable, and accessible care and services to aging recipients. In addition, the LTCSS 1 will assist with the review and drafting of regulations to support aging in place, and create implementation strategies and evaluation tools for programs that support the healthcare and service needs of aging New Yorkers. The LTCSS will also support the efforts to coordinate across state agencies to align long-term care policy and program implementation, including assisting with the facilitation of MPA stakeholder committees and workgroups. The incumbent will develop actionable recommendations and draft reports as required under the MPA based on information gathered from the MPA committees and workgroups. Other relevant duties as assigned will include participation in meetings and workgroups associated with long-term care support and age-friendly initiatives.

The minimum qualifications required for this vacancy. Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent, or contingent-permanent, competitive, service as a Long Term Care Systems Specialist 2 Health, SG23 OR current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Medicaid Redesign Analyst 2, SG23 and eligible for transfer under Section 70.1 of the NYS Civil Service Law.Non-Competitive Candidates via NY HELPS: Either 1. Six years of professional administrative experience (indicated below) in an organization that provides long-term services and supports to assist aging adults and individuals with functional or cognitive limitations in their ability to perform self-care and other activities;Or 2. An associates degree AND four years of professional administrative experience (indicated below) in an organization that provides long-term services and supports to assist aging adults and individuals with functional or cognitive limitations in their ability to perform self-care and other activities;Or 3. A bachelors degree AND two years of professional administrative experience (indicated below) in an organization that provides long-term services and supports to assist aging adults and individuals with functional or cognitive limitations in their ability to perform self-care and other activities;Or 4. A masters degree AND one year of professional administrative experience (indicated below) in an organization that provides long-term services and supports to assist aging adults and individuals with functional or cognitive limitations in their ability to perform self-care and other activities.Qualifying experience: For the purposes of this position professional administrative experience includes developing, implementing, evaluating/analyzing, or monitoring Long-Term Care Programs.Examples of non-qualifying experience include but are not limited to: Patient advocates, case managers, receptionist or scheduler in a physicians office or hospital, clerical and data entry duties, as a billing clerk or in a position providing direct care and/or support services, such as those normally provided by therapy aides, nursing assistants, direct support aides, and caseworkers.Examples of Long-Term Care Programs include but are not limited to: Assisted living, community-based care, home and/or personal health care, long-term care Medicaid reimbursement, nursing homes, rehabilitation facilities, and traumatic brain injury services. Additional information on qualifying Long-Term Care Programs can be found: https://www.health.ny.gov/facilities/long_term_care/Preferred Qualifications: The preferred candidate will be skilled in multitasking and able to adapt with shifting priorities within fast paced environment; work independently and as part of high-level internal and external teams; excellent written and verbal communication skills. Ability to research specific topics, collect data and synthesize information into materials for leadership. Experienced with creating tables, charts, and graphs based on data and policy analysis, trends and costs.
