Supervised by: Home for All Continuum of Care (CoC) Executive Director
Status: Full-time
Salary: $70,000-$75,000

POSITION SUMMARY
The Director of Operations will be primarily responsible for the administrative and operational functions of the Continuum of Care. This position will be tasked with ensuring consistency of policy and programmatic implementation across the CoC’s portfolio of work. The role will be responsible for understanding best practices in the homelessness arena and ensuring the local implementation of available resources to meet the needs of those experiencing homelessness across the CoC’s four county service area.
ESSENTIAL JOB FUNCTIONS
- Analyze effectiveness of existing projects, project types and services as they pertain to intended results and community need
- Assist with grant preparation and administration for local, state and federal funding opportunities
- Identify and access additional data and data sets for analysis to determine structural deficiencies at the system-level and project-level
- Research innovations and best practices in service delivery within the homelessness and homelessness prevention services system inclusive of cross-sector partners
- Recommend policy and programmatic modifications to the CoC Executive Director
- Develop associated initiatives to improve CoC System Performance Measures, other locally identified indicators of success, and the full range of services for persons at risk of or experiencing homelessness
- Serve as project manager for special planning and evaluation projects
- Assist in preparing system wide reporting to HUD, CoC Executive Director, and other relevant entities
- Supervise the administration of the CoC’s Coordinated Entry System (CES)
- Maintain knowledge and expertise regarding CoC and related federal, state, and local regulations and requirements and ensure that CoC activities are in compliance
- Coordinate training and technical assistance for the advancement of CoC goals
- Conduct other required processes for CoC related funding sources including federal, state, and local funding programs
- Represent the CoC at national and regional conferences and learning opportunities
QUALIFICATIONS AND EXPERIENCE
A Bachelor’s degree in social work, business or public administration, social services administration or a related field required. Work history in combination with knowledge of the homelessness sector may be considered in lieu of education certification. Lived expertise and/or work experience in homeless service provision and/or direct involvement in the Continuum of Care and knowledge of federal homelessness regulations preferred.
SKILLS AND ABILITIES
Candidates must possess strong project management skills, an ability to work across a variety of stakeholders, and an ability to communicate technical and complex information both orally and in writing. Ideal candidates will have the ability to translate complex, technical information into presentation friendly formats for a wide variety of audiences. Proven ability with data review and analysis as well as knowledge of basic computer programs (Word, Excel, etc.) is required.
