What are the responsibilities and job description for the Professional Services Supervisor position at Hennepin County?

The Housing Stability area of Hennepin County’s Human Services and Public Health (HSPH) is seeking two Professional Services Supervisors who will lead and supervise a team that increases the quantity, quality and variety of supportive housing for people experiencing homelessness and other recipients of county services.  These positions will work specifically with the Housing Support Program in group and community based settings.

Location and hours 

These positions are hybrid and will be performed on-site in Hennepin County, the community, as well as remote as job duties require. Work hours will be Monday through Friday, 8 a.m.- 4:30 p.m., with some flexibility. Individuals must have the ability to travel throughout Hennepin County to attend monitoring visits and other meetings at housing support provider locations. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In these positions, you will:

  • Supervise and develop a team of planners and social workers carrying caseloads of housing support providers.
  • Assure monitoring and complaint investigation activities are completed and documented per policy.
  • Act as project manager, subject matter expert or project team member for time limited projects to address emerging needs or drive efficiencies.
  • Understand the relevant statutes, rules and regulations for Housing Support providers across a variety of models, i.e., board and lodge, assisted living, community-based housing support. 
  • Participate as a member of the leadership team in the Housing Stability area, supporting the shared goal to make homelessness rare, brief and nonrecurring.
  • Develop the housing provider market to assure adequate availability and choice of housing support options for priority populations. 
  • Compile data, generate reports, interpret trends as needed to understand capacity, utilization and unmet needs in the housing market.
  • Work creatively with parties interested in operating housing support programs to shape those plans to align with statute, best practices and priority populations.
  • Work directly with Hennepin County residents residing in housing support settings to resolve concerns as needed. 
  • Build out the infrastructure to manage a large book of business that includes a diverse cross section of housing providers serving with a variety of populations. 

Need to have: 

  • One of the following:
    • Eight years or more of relevant professional level experience.
    • Bachelor's degree in business administration, planning, program evaluation, statistics, or other field appropriate to the area of assignment and four years or more of relevant professional level experience.  
    • Master's degree or higher in a field listed above and three years or more of professional level experience.

Nice to have:    

  • Experience:
    • Operating or monitoring housing programs.
    • Managing housing support funding and working with group and community-based housing support settings.
    • Investigating complaints from residents or other stakeholders related to their housing or supportive services.
    • Selecting and/or onboarding new housing providers.
    • Navigating human service and homelessness systems while obtaining the trust of the community in a professional setting.  
    • Supervising professional staff.
    • Managing projects in a complex public sector, nonprofit or human services environment.
    • Using Microsoft Office (Word, Excel, Access, PowerPoint, and Outlook).
    • Using the Homeless Management Information System (HMIS).
    • Addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
  • Knowledge of:
    • Other supportive services that can pair with housing support in group and community-based settings. 
    • Housing first, harm reduction and person-centered principals as they apply to housing individuals with histories of homelessness or those with disabilities. 
    • Housing funding sources.
  • Ability to:
    • Work as part of a team, multiple levels of stakeholders within the organization and independently.
