General Statement of Duties

Administers the activities of a division within a small to medium-sized department; does related work as required.
Essential Duties
This position plans, organizes and manages the work of human services staff in the benefits division and supervises human services staff, including human services supervisors, under the supervision of the Assistant Director. This position interprets federal, state and local policies for financial assistance programs & must have a strong knowledge of and experience in all benefit programs assistance programs (SNAP, Medicaid, TANF, General Relief, Refugee, Energy, LTC including Auxiliary Grants) is necessary.
Essential Duties :
- Manages to the work of the benefits programs.
- Prepares monthly reports on staff & work assignments, provides data analysis to identify trends & target areas for improvement.
- Reviews reports weekly and prepare monthly statistics for performance measures.
- Distributes Ad Hoc Reports from the state for follow-up.
- Conducts quarterly caseload equalization.
- Coordinates audits & quality assurance reviews by state and other entities.
- Program Planning :
- Review appeals & state QA results looking for trends and training needs.
- Plans, determines, manages, and evaluates staffing and organizational needs & makes recommendations.
- Develops performance standards and prepares corrective action plans as needed.
- Maintains & updates the divisions SOP.
- Manages staff & supervisors :
- Recommends hiring, transfer, promotion, and termination of personnel within the limits of appropriate HR policy and guidelines.
- Onboarding / orientation for new hires
- Trains and ensures the development of human services supervisors and staff, including all state mandated training.
- Serves on the Department's executive & leadership teams.
- Leads the Department in the development & implementation of strategic plans.
- Promotes a culture of professionalism, professional development, and continuous learning & improvement.
- Serves on boards, task forces, committees & other organizations related to the work of the Department and the County.
- Plans & hosts bi-monthly Division Meetings
Minimum Qualifications
Possession of a bachelor's degree in a field related to the assigned program area and four (4) years of program experience, one (1) of which must have been in a supervisory capacity; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
