Primarily responsible for planning, development, implementation and evaluation of financial operations of the organization. Responsible for oversight of all payroll, accounts payable and accounts receivable operations. Works with the management team to ensure that financial services are provided in a manner that supports Hill View’s mission and purpose. Provides financial analysis in assessing strategic planning for the organization. This position reports to the President/CEO/Administrator.
ESSENTIAL DUTIES AND RESPONSIBLITIES:
Maintains knowledge of and implements systems which assure compliance with all state and federal laws/regulations, and which ensure effective operations.
Prepares reports which summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected future operations.
Monitors the activities of the accounting operations to assure these operations are carried out using generally accepted accounting principles.
Establishes and maintains an accounting system that accurately reflects the facility’s income, operating costs, and financial condition.
Oversees/manages all billing and accounts receivable operations.
Directs preparation of operating and capital budgets, reviews budget proposals, and prepares necessary supporting documentation and justification.
Maintains schedules for capital outlay and fixed asset depreciation.
Assists managers in financial negotiations with outside entities such as lenders, purchasers, suppliers, etc.
Maintains all facility service contracts/agreements and associated records.
Ensures the confidentiality and safe storage of current and closed financial records, in accordance with regulatory requirements.
Maintains appropriate insurance coverage for protection against property losses and potential liabilities, as defined in Hill View’s Risk Management Program.
Provides regular feedback to the President/CEO/Administrator and to other managers about issues related to areas of responsibility.
Maintains a working relationship with all department directors and assists them in developing and using financial data as appropriate.
Prepares timely reports on the organization’s financial status and progress in various programs and activities for management staff and the Board of Trustees, including financial analysis in assessing strategic planning.
Makes recommendations about corporate economic strategies, objectives, and policies to the President/CEO/Administrator.
Directs determination of depreciation rates to apply to capital assets.
Arranges for audits of company accounts.
Interprets and presents the facility’s accounting policies and procedures to employees, residents, family members, government agencies, etc., as necessary.
Makes daily deposits of cash and checks to Hill View accounts.
Establishes relations with banks and other financial institutions.
Plans and implements a Continuous Quality Improvement program for areas of responsibility, which address all aspects of financial operations.
SUPERVISORY RESPONSIBILITIES: Directly supervises the Payroll/Accounts Payable and Health Care Billing Coordinator. Carries out management responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training, planning, assigning and directing work, appraising performance, rewarding and disciplining.
EDUCATION AND/OR EXPERIENCE: Bachelor’s degree from a four-year college or university required. C.P.A. or M.B.A preferred, and/or a minimum of three to five years in health care finance operations required. Previous experience in Long Term Care preferred.
