The organization has supported more than 10,000 men and women navigate the challenging process of moving from shelters to permanent housing. HomeStart helps individuals and families to secure housing and also helps clients re‐integrate into their communities by providing support services such as financial literacy and life skills training.

HomeStart is also one of the first and largest agencies in Boston that seeks to end homelessness by preventing it in the first place. To date, the organization has prevented over 3,000 families and individuals on the verge of eviction from becoming homeless by employing a wide array of innovative approaches. These include the use of emergency mini‐grants, court intervention, and landlord mediation, among others. With a strongly‐held belief that having a home restores a person’s dignity and offers the stability necessary for making other life changes, HomeStart is a powerful advocate for both ending and preventing homelessness in the City of Boston.

HomeStart is seeking a Coordinated Entry Team Manager to oversee the continued implementation and operations of the Boston Coordinated Entry System.

Position Overview:

In close coordination with the Boston Mayor’s Office of Housing Coordinated Entry Senior Housing Officer, the Coordinated Entry Team Manager’s work will include onboarding access points to realize a “no wrong door” model of access to housing throughout the City, training stakeholders on the Coordinated Entry Pathways housing assessment tool, implementing continuous improvement based on input from key stakeholders, and overseeing the centralized matching engine referral process.

Responsibilities:

  • Oversee use of the Pathways Assessment and other assessments, as needed. Ensure quality and consistency in the assessment process at all Boston assessing sites. Train staff on how to complete the assessments, manage referrals, and receive referrals. Provide direct technical assistance, as needed, to support fidelity to assessment tools. Monitor assessing sites to ensure compliance with existing policies and procedures.
  • Hire, train, and supervise the Coordinated Entry System team.
  • Supervise referrals to all Rapid Re-housing and Permanent Supportive Housing programs, including monitoring timeliness, successful outcomes of referrals, technology challenges, data quality and performance measurement through the Coordinated Access System.
  • Oversee HomeStart’s role as the homeless set aside referral manager to ensure processes and performance are aligned with the rest of the system components (front door triage, rapid re-housing, barrier buster fund, permanent supportive housing, Pathways assessment flow).
  • Oversee the integration of new housing or service types that may interface with Coordinated Entry (i.e. housing resources dedicated to youth, families, victims of domestic violence, MassHealth tenancy supports, etc.).
  • Conduct trainings and presentations to potential new CE partners to increase the resources in the system clients have access to, leading to permanent housing for more households.
  • Co-host case conferencing between shelter/outreach staff and housing program staff to problem-solve any assessment or housing referral issues.
  • Monitor project compliance with Coordinated Entry to ensure “side doors” to entry are closed and agencies are using the Racial Equity Statement of Intent for clients set forward by CoC Leadership.
  • Use Coordinated Entry performance data to help system leaders understand gaps and opportunities in building a robust crisis response system.
  • Be a key member driving the work of the Coordinated Entry Team to ensure stakeholder input is incorporated into both policy and workflow decisions.
  • Prepare periodic reports and updates to track progress of strategic goals outlined by the CoC’s Board of Directors.
  • Coordinate with the Mayor’s Office of Housing in data quality, HMIS compliance, and all relevant HUD and City reports
  • Be the key staff member who manages, updates and amends the centralized CE policies and procedures documents; ensure updates maintain fidelity to Boston’s CE vision and compliance with HUD’s requirements.
  • Coordinate with City of Boston’s CE Senior Housing Officer on all things CES.
  • Work as part of HomeStart’s management team to oversee, maintain, and improve the agency’s programs and daily operations.
  • Assist with HomeStart’s long-term planning and development of programs.
  • Perform other duties as needed.

Qualifications:

  • 5 years of relevant experience in housing services or other social sector fields. Previous supervisory experience strongly preferred.
  • Demonstrated experience working with large quantitative and qualitative datasets, and working knowledge of software (ex. HMIS, Clarity, ETO).
  • Exceptional project management, prioritization, and planning skills.
  • Strong interpersonal skills and ability to lead a diverse staff team.
  • Demonstrated ability to work as part of a management team: strong leadership skills, flexibility, ability to work collaboratively with others, good follow through.
  • Prior experience working with homeless or underprivileged families/individuals.
  • Experience working with multidisciplinary teams.
  • Passion for, and demonstrated commitment to, improving the lives of disadvantaged individuals and families, sensitivity to the needs of diverse racial and ethnic populations.

Compensation:

$70,000 annually
