Job Summary

Under general supervision of up-line management, a WTO is responsible for the operation and inspection of all water treatment plant equipment, instrumentation and control system processes, ensuring continuous and safe delivery of drinking water; assists in performing preventative maintenance and assists in corrective maintenance on various equipment and systems of a class IV water treatment plant; and related work, as required.

This position can be any of the three shifts (8 am-4 pm, 4 pm-12 am, 12 am-8 am)

Duties & Responsibilities

* Observes, monitors, and adjusts centralized instrumentation, control systems, and Supervisory Control and Data Acquisition System (SCADA) consistent with predetermined standards and limits affecting filter and pump operations.

* Monitors and ensures the continuous operation of chemical feed equipment and adequacy of chemicals, adjusts settings, and ensures proper dosages consistent with predetermined standards, performs related calculations and inventory tasks to assure water quality standards consistent with rules and regulations.

* Maintains daily operating records (both electronic and paper), including reporting malfunctions in writing, and performs related calculations as required.

* Checks, adjusts, and operates equipment including, but not limited to, pumps, meters, analyzers, generators, and electrical systems.

* Utilizes checklists to monitor, and record conditions observed during inspections of equipment in the plant, pump stations, related water processing equipment, and recommends to supervisor required repairs, replacements, or improvements needed for continuous operation.

* Assists in performing preventative maintenance and condition checks of equipment and makes preventative and incidental repairs such as lubrication and adjustment on various equipment.

* Performs assigned housekeeping duties in central control station area, surrounding chemical feeder equipment, and other purification processing facilities.

* Communicates with other department employees and supervisors as required, using telephone, pager, and radio consistent with standard operation practices.

* Receives deliveries and collects water samples at varying times and locations for submittal to laboratory. Performs laboratory analysis, as required.

* Secures facilities during second and third shifts and during weekends including doors to buildings, facilities, gates, and passageways.

* Performs simple chemical quality tests to ensure the calibration and accuracy of various "on-line" instrumentation including, but not limited to, pH, turbidity, residual chlorine, and fluoride.

* Exercise and operates various valves, gates, and/or structures within the system.

* Assists other maintenance personnel in various preventative maintenance, repair, and replacement tasks.

* Perform sand expansions and record results; re-test when necessary.

* Assists Water Plant Mechanics and Electronic Technicians with mechanical repairs and calibration of process equipment at the purification plant, pump stations and related facilities as required.

* Monitors the security system; react to various alarms, use of video/camera system to monitor the plant and remote facilities in the event of an alarm following appropriate procedure.

* Monitor gate intercoms; allow authorized access.

* Review distribution storage reservoirs elevation activity in order to ensure proper operation and water cycling.

* Monitor filter backwash to observe if any problems are occurring.

* Documents daily activities.

* Calibrate on-line meters.

* Will be required to work a non-standard workweek.

* Adheres to all Providence Water safety procedures.

* Performs other related duties as assigned.

Minimum Qualifications

* High school graduate or equivalent.

* Educational aptitude assessment for both English reading proficiency and math proficiency required at a 12th grade level; as a pre-employment/assessment qualification.

* Must possess skill and sensitivity to analyze equipment and identify unnatural vibrations, changes in temperatures, abnormal noises, and detect mechanical deficiencies leading to failures.

* Mechanical ability and a propensity to work with mechanical, hydraulic, electronic, and electrical systems.

* Ability to communicate effectively both orally and in writing.

* Ability to react to emergency situations in a prompt, calm, and responsible manner.

* Must possess and maintain a valid State Driver's License and is responsible to maintain all vehicles maintenance logs.

* Must be able to perform all essential functions of the job.

Training Requirements

Upon Appointment:

Must sit for Level I Certification within 6 months of hire or appointment; failure to test within 6 months of hire or appointment will be cause for termination or transfer to an entry level position with that corresponding rate of pay, if available.

Class I in Training - $26.692/hour

Full Class I Certification - $27.340/hour

Class II in Training - $28.478/hour

Full Class II Certification - $29.207/hour

Class III in Training - $31.930/hour

Full Class III Certification - $32.654/hour

Must sit for Level III Certification within 18 months of hire or appointment and attain Level III based on education and/or experience per RI Department of Health Rules and Regulations from original date of hire or appointment. Failure to sit and/or attain Level III Certification will be cause for termination or transfer to an entry level position with the corresponding rate of pay, if available.

Candidate is responsible to continue the education and training process in order to sit for Rhode Island Class III Treatment Operator Certification within eighteen (18) months of appointment.

Successful completion of Basic Computer Training within six (6) months and Intermediate Computer Training within nine (9) months of appointment, and Advanced Computer Training within eighteen (18) months of appointment.

Ability to successfully complete training to acquire Rhode Island Class I Treatment.

Operator Certification within one (1) year of appointment. New employees failing to pass Class I Treatment Operator exam within one (1) year of employment will be terminated and existing employees will be returned to their former position, if still available, or reassigned to the next lower paying position for which a vacancy exists at the grade and pay for that lower position.

New employees failing to obtain a Class III Treatment Operator-in-Training Certification within thirty (30) months from their date of hire or appointment will be terminated.

Existing bargaining unit members failing to achieve Class III-in-Training Certification will follow the same procedure as with Class I Certification.

Successful completion of Hazmat, First Aid/CPR, Chlorine Safety program within one (1) year of appointment.

Customer Service Training.

Sexual Harassment, Sensitivity, and Diversity Training.

Sustainment:

Must maintain a valid State Driver's License.

Class I, III Treatment Operator Certification status must be maintained through minimum continuing educational requirements established by the Rhode Island Department of Health.

Successfully maintain Hazmat and First Aid/CPR certification.

Participation in customer service training every 24 months.

The term "limited" means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
