JOB SUMMARY: Under administrative direction, plans, directs, manages, and oversees the activities and operations of the department including policy development, fiscal management, code enforcement, emergency medical services, emergency dispatching, fire safety, fire suppression, fire prevention, and emergency management. This position also coordinates assigned activities with other departments and outside agencies; and to provide highly responsible and complex administrative support to the tribal Council and Vice Chairman. Performs related duties, as required.
EMPLOYMENT DUTIES AND FUNCTIONS:
- Assume full management responsibility for all department services and activities including policy development, fiscal management, code enforcement, emergency medical services and fire suppression and prevention.
- Recommend and administer policies and procedures.
- Respond to emergency incidents to observe, manage, and/or provide consultation.
- Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
- Establish appropriate service and staffing levels.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
- Review and evaluate work methods and procedures.
- Meet with key staff to identify and resolve problems.
- Identify opportunities for improvement and direct and implement changes.
- Perform final interpretations of fire codes and ordinances to ensure consistency and compliance with mandated rules, regulations, codes and ordinances.
- Select, train, motivate, and evaluate assigned personnel.
- Provide and/or coordinate staff training.
- Work with employees to correct deficiencies and implements discipline procedures.
- Work closely with other tribal departments, emergency service agencies, associations, community groups and representatives to determine fire service requirements.
- Prepare and implement short and long-term strategies to meet community needs.
- Oversee, develop and control the development and administration of the department budget.
- Approve the forecast of funds needed for staffing, equipment, materials and supplies.
- Approve expenditures and implement budgetary adjustments as appropriate.
- Explain and justify department programs, policies and activities.
- Negotiate and resolve sensitive and controversial issues.
- Coordinate assigned activities with those of other departments and outside agencies and organizations.
- Provide staff assistance to the Vice Chairman and the tribal Council.
- Participate on a variety of boards, commissions and committees.
- Prepare, approve, and presents staff reports and other necessary correspondence.
- Attend and participate in professional group meetings.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Attends training, seminars, and other educational opportunities to stay well-informed on changing, emerging, and prevalent industry standards as appropriate.
EDUCATION, KNOWLEDGE, AND/OR SKILLS REQUIRED:

- Principles and practices of fire suppression, prevention, and investigation.
- Methods and techniques of developing fire service programs to meet community needs.
- Operations characteristics of fire apparatus, ambulances, and all equipment including vehicles and communications devices.
- Operations, services, and activities of a municipal fire department offering comprehensive services including fire prevention and suppression, emergency medical services, and fire safety programs.
- Principles and practices of supervision, training, and performance evaluation.
- Advanced methods and techniques of firefighting, prevention, and suppression.
- Advanced methods and techniques of emergency medical services.
- Principles and practices of municipal budget preparation and administration.

MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Fire Science, Public Administration, Emergency Management or related field.
- ICS 100, 200, 300, 400, 700, 800
- NREMT Paramedic, with the ability to practice as a paramedic in Arizona
- IFSAC Certified Firefighter I and II
- Ten (10) years of fire/EMS experience, including Five (5) years of supervisory management work history
- Fire Instructor I, II
- Fire Officer I, II, II, IV
- Leadership in Supervision or equivalent
- Incident Safety Officer
Preferred/Desired:
- Master’s Degree in Public Administration, Emergency Management or related field
- Fire Inspector I and II
- NFA Executive Fire Officer Program graduate
- CPSE Chief Fire Officer Designation
Other:
- Must be able to attend trainings and travel.
- Must pass a background investigation.
- Must pass a pre-employment drug and alcohol screening.
- Must possess a current/valid driver’s license.
- Must be able to pass and meet tribal insurance policy and procedures
- Must be able to maintain confidentiality.
PERFORMANCE APTITUDES
Physical Abilities: Seldom sedentary and includes walking, moving, bending and stooping, lifting up to 50 pounds individually, looking overhead and/or working in small/cramped or confined areas as well as using hand tools of various size and complexity. Climb ladders or steps.
Equipment, Machinery, Tools, and Materials: Tasks require the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools, and materials, proportionate with duties of the position.
Environmental Factors: Some work performed in a normal office environment, but also responds to emergencies as needed, and is subject to personal danger. Some exposure to dust, dirt, pollen, odors, wetness, humidity, rain, fumes, temperatures and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright and/or dim lights, toxic agents, firearms, water hazards, violence, disease and pathogenic substances. Travel to/from various agencies, communities, businesses and states.
