Description

The NWS provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and the enhancement of the national economy. NWS data and products form a national information database and infrastructure which can be used by other Governmental agencies, the private sector, the public, and the global community.

The NWS Office of Observations (OBS), Surface and Upper Air Division (SUAD) Logistics Management Branch provides overall management of the NWS logistics life cycle program. Additionally, NWS is the focal point for multi-agency logistics management and serves as a designated Primary Inventory Control Activity (PICA) for the Department of Defense (DOD) and the Federal Aviation Administration (FAA) for observations systems such as the Next Generation Radar (NEXRAD), the Automated Surface Observation System (ASOS) and the Advanced Weather Interactive Processing System (AWIPS).

This position provides Database Management expertise within the NWS OBS logistics process.

Key Responsibilities:

  • Automates existing manual processes such as routine reports and queries in the division.
  • Coordinates with budget, finance, and NWS Regional offices to provide consolidated spreadsheets.
  • Provides support on the Inspection Report Database for surface and upper air programs, through custom queries of this database including station-specific data such as equipment information, weather elements observations details, observer details, master data information, inspection information, and reporting system.
  • Develops and integrates observing system data sets including sensor configuration data, implementation schedule data, and database report development.
  • Maintains ORACLE system and database for optimum performance and reliability of hardware and software development tasks. This includes providing ORACLE database administrative support for the following Logistics database applications systems: UIS, WUS and the Provisioning and Cataloging (PROCAT) System.
  • Ensures the reliability of interfaces with the Consolidated Logistics System (CLS); the Military Standard Requisitioning and Issuing Procedures (MILSTRIP); Military Standard Billing System (MILSBILS); the General Services Administration (GSA) Inter fund billing system and also ensures that existing financial routines interface with the Commerce Administrative Management System (CAMS).
  • Provides support on program data sets through custom queries of the assigned database, including station and logistics specific data such as equipment information, weather elements observations details, observer details, master data information, inspection information, and other queries.
  • Daily work consists of maintaining the LMB Oracle system and database for the optimum Performance and reliability of hardware and software development. This includes: providing Oracle database administrative support for the Weather Logistics Information System (WLIS) database application components: Provisioning and Cataloging (PROCAT) and Military Standard Requisitioning and Issuing Procedures (MILSTRIP)
  • Provide regular patching of the WLIS servers Ensure the reliability of interfaces and connections between WLIS and the NLSC.
  • Consolidated Logistics System (CLS) and DLA related to the Military Standard Requisitioning and Issuing Procedures (MILSTRIP) requisitions and messages Work with NLSC and NRC so that WLIS database is up and running Get familiar with the Interfund and IPAC Billing process at NWS and carry out the Interfund and IPAC Billing on a monthly basis. Get familiar with the NLSC Inventory reporting and carry out NLSC Inventory reporting on a quarterly basis
  • Run various standard LMB logistics reports, run ad hoc logistics reports and provide various logistics analysis, continue to automate the existing manual processes such as routine reports and queries in the division, Submit NSI, SIC and DEL requests to DLA and maintain various DLA accounts (WebVLIPS., MILSINQ, EDAASINQ, E-Cat, etc.), Do mass uploads of NSI records to WLIS, Provide customer support to the WLIS use.

Required Skills /Education/ Certifications & Qualifications:

  • Education: BS/BA degree and/or certification in IT, Engineering, or related field
  • Functional: Demonstrated experience in administration of large data bases and their interfaces. Experience with Oracle and MS database protocols.
  • Experience: 5 years of related experience

  • Capacity Planning: Estimating storage and resource needs based on current and future requirements.
  • Monitoring Tools: Using tools like Nagios, Zabbix, or SolarWinds for monitoring database health.
  • Upgrades and Patches: Keeping DBMS updated with the latest patches and updates.
  • 4. Problem-Solving and Troubleshooting
  • Strong analytical skills to diagnose and resolve database issues. Familiarity with debugging tools and logs for root cause analysis.
  • 5. Collaboration and Communication
  • Working closely with developers to: Optimize database interactions in applications and implement database migrations. Clear documentation of database structures, processes, and changes. Communicating technical concepts to non-technical stakeholders.
  • 6. Emerging Technologies
  • Familiarity with cloud databases (e.g., AWS RDS, Azure SQL Database, Google Cloud Spanner). Understanding of big data technologies like Hadoop, Spark, or Apache Hive.
  • Knowledge of containerization and orchestration (e.g., Docker, Kubernetes) as applied to databases.
  • 7. Project and Time Management
  • Managing multiple database environments (development, testing, production). Balancing short-term operational tasks with long-term database improvement projects.
