Description

The NWS provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and the enhancement of the national economy. NWS data and products form a national information database and infrastructure which can be used by other Governmental agencies, the private sector, the public, and the global community.

The NWS Office of Observations (OBS), Surface and Upper Air Division (SUAD) Logistics Management Branch provides overall management of the NWS logistics life cycle program. Additionally, NWS is the focal point for multi-agency logistics management and serves as a designated Primary Inventory Control Activity (PICA) for the Department of Defense (DOD) and the Federal Aviation Administration (FAA) for observations systems such as the Next Generation Radar (NEXRAD), the Automated Surface Observation System (ASOS) and the Advanced Weather Interactive Processing System (AWIPS).

This position provides project management expertise within the NWS OBS logistics process.

Key Responsibilities:

  • Assists with tracking and monitoring of parts and material for the weather department.
  • Ensures parts and material stock are available upon request.
  • Seeks procurement when parts and material become obsolete or there's a change in system.
  • Provides guidance on how their area of capability can resolve an organizational need and actively participates in all phases of the system development life cycle.
  • Develops, monitors, and reviews engineering and maintenance documentation for the acquisition, testing, and implementation of surface equipment and hydrologic programs.
  • Works with stakeholders to establish project goals, deliverables.
  • Develops project plans and identifies risks and mitigation strategies.
  • Facilitates Meetings: Organizes and leads project-related meetings, ensuring clear communication.
  • Ensures project documentation is comprehensive and up-to-date.
  • Develops, monitors, and reviews engineering and maintenance documentation for the acquisition, testing, and implementation of surface equipment and hydrologic programs.
  • Reviews the performance of operations and maintenance for assigned systems including hardware availability, reliability, and trend analysis.
  • Develops maintenance and logistics documentation for the operations and maintenance of operational systems in the field.
  • Establishes and maintains program schedules for assigned programs.
  • Prepares, coordinates, and submits plans as identified for the redesigned ASOS system developed through the service life extension project.
  • Assists in managing the documentation for the Upper Air program.
  • Allocates resources effectively, monitors budgets, tracks and reports on project expenditures.
  • Coordinates cross-functional teams, tracks project progress while using project management software and tools to monitor project timelines, budget adherence, and task completion.
  • Implements quality control measures, resolves issues and escalations
  • Reporting & Performance Analysis; provides project status updates, conducts post-project evaluations, analyzes performance metrics and process improvement
  • Identifies and implements best practices to develop standardized procedures.
  • Identifies Process improvements by continuously seeking ways to improve project management practices and shares recommendations with NWS leadership.
  • Develop Standard Operating Procedures (SOPs): Draft and update SOPs for logistics processes.

Required Skills /Education/ Certifications & Qualifications:

  • Education: Bachelor's degree in Science, Engineering or related/equivalent field
  • Experience: 5-7 years of experience in related areas.

Data Analysis: Proficiency in analyzing project data, KPIs, and performance metrics to ensure optimal decision-making.Software Proficiency: Familiarity with logistics management software (e.g., SAP, Oracle, TMS, WMS) and project management tools (e.g., MS Project, Asana, Trello).Inventory Control: Understanding of inventory management principles and techniques to avoid shortages or overstocking.Cost Management: Ability to track and manage project expenses to stay within budget.
