The Cybersecurity Program Manager oversees a team that protects and defends U.S. Army information and information systems. This position works directly with customer and is responsible for all aspects of managing the contract with government. Responsibilities include managing resources, scheduling, customer expectations, risk, and budget. This position requires hands-on project management experience, with a background in cybersecurity.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
  • Lead successful professional services project to achieve customer satisfaction while achieving expected financial results.
  • Provide input and review to ensure that the customer requirements are understood and that the correct professional services and solutions are delivered.
  • Take primary responsibility for project scoping, project definition, and structuring of project plans and resources including statements of work.
  • Assign and manage project participants, resources, and deliver projects on schedule within projected budgets.
  • Manage customer expectations and project scope from order through delivery, ensuring the financial and technical viability/quality of each project at all times.
  • Produce and submit contract-required deliverables in accordance with the highest levels of quality.
  • Handle multiple concurrent projects and apply the correct amount of business and technical acumen.
  • Manage day-to-day activities of the project, including customer meetings, work packages and specifications, account team liaison, QC of service, and closure items.
  • Identify, resolve, and communicate project issues to all key stakeholders in a timely manner.
  • Manage vendors and subcontractors, negotiate contracts and bids, and assure successful delivery of deliverables from vendors.
  • Performs additional duties as assigned.
SPECIFIC KNOWLEDGE, SKILLS, & ABILITIES:
  • Requires technical working knowledge of cybersecurity compliance, cybersecurity support, cybersecurity daily operations, cybersecurity monitoring, and access control identity management.
  • Knowledge of industry applications and implementation techniques is required.
  • Understanding related to Project Management tools and techniques is essential.
  • Confident, proactive approach to managing difficult situations, conflicting requirements and schedules, and energetic people.
  • Must be able to make sound decisions based on incomplete information, under pressure, and maintain project focus.
  • Advanced level proficiency with Microsoft Project and Excel.
  • Strong analytical skills with the ability to analyze data sets to determine trends, establish strategies, and make decisions.
  • Outstanding interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionally.
  • Ability to multi-task as well as be strategic, creative and innovative in a dynamic, fast paced matrix team environment.
  • Proven ability to complete goals/projects on time delivering high quality results.
EDUCATION, EXPERIENCE, & CERTIFICATIONS:
  • Bachelor’s degree, or equivalent, and at least 5 years of management experience
  • Project management experience should include:
    • Proficiency with project management fundamentals, e.g., work plans, schedules, resource plans, and status reports
    • Experience managing government cybersecurity contracts with 10 or more direct reports
    • Project-level P&L financial responsibility
  • PMP highly desirable
  • Must hold current DoD 8570 IAM III level certification (e.g., CISSP, CISM, GSLC, CCISO)
  • Secret clearance required; Top Secret clearance desired
