The Position
The Application Analyst will under general supervision be responsible for coordinating the implementation, configuration, and maintenance and support of the District's Oracle EBS application.

The ideal candidate will have the ability to troubleshoot and resolve issues with software and configuration, implement new systems for user community, author technical support and solution implementation documentation and develop standard operating procedures for application installation, management and support and manage projects, analyze and resolve system malfunctions.
DISTINGUISHING CHARACTERISTICS
This is the entry-level in the professional Applications series. Assignments require knowledge, expertise, experience, and skills in a broad range of professional IT applications areas, independence, initiative, and the ability to perform complex and difficult analytical tasks related to a broad range of assignments. The work requires creativity and resourcefulness to accomplish goals and objectives. Incumbents are required to exercise judgment in interpreting established guidelines, policies, procedures, goals, and objectives and in applying concepts, plans, and strategies. Incumbents in these classifications regularly and independently complete assignments in a variety of IT applications functions.
Essential Duties and Responsibilities:
- Provide support for business process and objectives using Enterprise applications.
- Perform functional administration of the system as required.
- Perform development and maintenance of application interfaces.
- Provide troubleshooting, support, and problem resolution for Enterprise applications as required.
- Report, track, and resolve application related issues with the support organization.
- Responsible for preparing application related documentation as required.
- Responsible for designing, configuring, testing, analyzing, and supporting Enterprise applications.
- Perform technical support and functional specifications pertaining to associated Enterprise applications as required.
- Perform query, report, and Business Intelligence requirements development as required.
- Provide applications training as required.
- Perform other duties as assigned.
- Comply with safety work-related practices and attend relevant safety training.
Minimum Education, Training and Experience:
A combination of education and experience equivalent to:
Education:
- A bachelor's degree in Computer Science, Business Administration or related field is required. Work experience may be substituted on a year-for-year basis. For degrees obtained outside of the U.S., an official equivalency evaluation is required.
Experience:
- Three (3) years of experience in the following disciplines is required
- Oracle applications functional and technical analysis and support; Oracle R12 EBS Finance modules GL, AR, AP, PO, FA; Oracle application configuration, patch review and maintenance of Concurrent program setup; Structured Query Language (SQL); Experience working with Oracle Developers tools using SQL and PL/SQL; Oracle Standard Open Interfaces, Oracle API's, database concepts, Oracle Workflow, Oracle Forms Personalization, Oracle OA Framework Personalization.
Experience in the following disciplines is highly desirable:
- Oracle R12 EBS Projects & Grants Accounting Purchasing, Payroll, Human Resources, Advanced Benefits, and Inventory Management; Oracle Payroll and OTL Fast Formulas; OAC- gathering reporting requirements, documenting the report specifications, implementing the metadata layers including Physical, Business Model and Mapping, and Presentation layer, design Metadata Repository (.rpd) using BI Administration tool. Water utilities domain and Oracle CC&B (Customer Care & Billing) product; Experience in all phases of software development life cycle including functional analysis, development of technical requirements, prototyping, testing and deployment; peer design and code reviews and implementing solution utilizing ITIL framework and best practices.
License / Certifications:
- Depending on assignment, a valid Class 'C' license may be required
Desired Certifications
- Oracle EBS Financial/HRMS module related certification.

Ability to explain, demonstrate and clarify to others within well established policies, procedures and standards, as well as the ability to follow specific instructions and respond to simple and difficult requests from others.
Mathematical Ability
Ability to add, subtract, multiply, divide and calculate percentages, fractions and decimals. Algebra and Statistical Analysis desired.
Technology Ability
Proficient in the use of Microsoft Office Suite (Word, Excel, PowerPoint).
Judgment and Situational Reasoning Ability
Ability to use good personal judgment and discretion in performing all job functions.
Physical Requirements
Regularly required to sit, bend, stoop and stand. Occasionally required to lift up to 50 lbs.
Environmental Adaptability
Noise level is generally equivalent to a typical office environment. Ability to work in an environment which may expose the employee to hazardous materials and environment. Occasional visits to construction sites where noise level may be higher than typical office environment.
Collaborates well with others to solve problems and actively incorporates input from various sources.
