JOB SUMMARY

Position is responsible for planning, design, construction management, repair, major maintenance, and procurement of facilities and equipment for the waterfront and landside terminals of JAXPORT. Assists in the preparation of designs, plans, specifications and engineering cost estimates for the construction, operations and maintenance of JAXPORT projects requiring engineering services to include capital improvement projects. Position supervises and administers construction contracts relating to facilities. Assists in the supervision of work performed by architectural and engineering consultants and technical personnel as required. Assists in the management of design team’s preparation of specifications for the procurement of equipment, materials and services. Position is responsible for conducting periodic facilities inspections and preparation of periodic inspection reports. Provides related technical advice, estimates, measurements, and conceptual layouts for facilities planning purposes and maintenance activities. Position also has the responsibility for engineering, repair, maintenance and procurement of the heavy mechanical equipment commonly used at JAXPORT.

ESSENTIAL FUNCTIONS

Project Planning and Design :

  • Coordinates planning for JAXPORT’s capital improvement plans for existing terminal projects and capital improvement projects. Ensures projects are completed on time and within budget by planning, organizing and controlling the overall project.
  • Provides recommendations and plans for Capital and Special projects that will improve and expand JAXPORT operations, facilities and services. Works with internal and external clients to identify fundamental project goals and objectives; establishes project scope, budgets, fiscal controls, and schedules; evaluates economic feasibility of projects based on JAXPORT Capital Improvement Master Plan goals; identifies critical physical and environmental constraints.
  • Responsible for planning and design of JAXPORT construction projects including development of cost estimates for proposed projects. Provides project programming services; identifies technical assistance required; leads development of design concepts and layouts; develops and packages preliminary designs; prepares budget, cost and technical reports for clients and the Engineering and Construction Department. Provides timely forecasts of major expenditures necessary for completing projects, and prepares requests for governing board approval.
  • Supervises the planning and design of new or modified facilities by reviewing plans and making the necessary corrections in accordance with sound engineering practices, the needs and requirements of the end user of the facility, and funding constraints.
  • Formulates requirements for projects through discussions with various departments and from first-hand knowledge.
  • Determines the need for consulting engineers’ services and participates in the selection and negotiation of fees for the best qualified firm(s).
  • Assists the preparation of drawings and specifications for assigned projects.
  • Assists preparation of concept layouts for proposed new facilities, prepares budget cost estimates for new construction, and assists in the development of a maintenance and repair program.
  • Conducts pre-bid conferences, bid openings, and pre-construction conferences. Conducts negotiations with contractors, secures competitive bids, and recommends award of contracts.
  • Prepares specification for procurement of equipment, materials and services; recommends award of contracts and recommends acceptance of items delivered or services rendered which are in conformance with specifications.
  • Assists the department in providing design services and design package creation for projects when the Port’s Resident Engineer signs and / or seals design documents.

Project Development :

  • Establishes requirements, designs, activity procedures, and services necessary for timely and effective completion of capital and special projects with applicable standards, requirements and activity procedures.
  • Assists with the review and approval of consultant proposals to ensure work will be performed in accordance with environmental and legal requirements; monitors preparation of final contract documents; monitors bid phase and updates budgets.
  • Prepares requests for professional services and evaluates the responses received. Prepares results of evaluations for governing board’s consideration, selection and approval. Supports negotiations reference contract terms with selected firms.
  • Communicates with consultant services through meetings, personal contact, coordination and correspondence to achieve design suitable to meet the needs of specified project and budget as required.
  • Project Management :

  • Assists with procurement of external contractors and all activities relating to the effective completion of capital projects in accordance with developed specifications, objectives JAXPORT policies and federal, state and local government regulations. Performs management of special projects and initiatives as necessary to ensure effective operations and facilities at all JAXPORT marine terminals and facilities.
  • Assist to Obtains proper bonds, permits, schedules, submittals, insurance and other documentation necessary for construction. Issues authorization to proceed with construction upon receipt and acceptance of all specified documents.
  • Recommends the employment and the activities of surveyors, testing laboratories and inspections agencies / firms as required for specified marine projects.
  • Monitors the construction phase of projects; performs general project administration; and conducts periodic site visits to verify the intent of the project / contract is met; reviews progress reports; assists in conflict resolution as appropriate; coordinates and holds periodic status meetings at program and project level as appropriate; manages, tracks and reports changes to project scope, budget and schedules.
  • Coordinates the approval of all contract amendments, change orders, and payment requests submitted by contractors and consulting engineers. Researches all claims brought by contractors and / or consulting engineers and recommends acceptance or rejection to management.
  • Coordinates with Director, Project Management for approval of final payments for construction and contract engineering services, major material and equipment suppliers, and conducts final inspection and tests for approval.
  • Secures the maintenance of and updates all engineering archives, drawings / specifications for marine facilities, equipment installations and utilities.
  • Maintain current knowledge of new processes and methods for dredging and port development projects.
  • Coordinates as required in the procurement of major equipment and supplies.
  • Coordinates with appropriate federal, state and local agencies in the procurement of the permits required for selected projects.
  • Responsible for the supervision and management of JAXPORT construction projects.
  • Supervises and inspects construction, administers contracts, conducts negotiations with contractors as necessary, and recommends final acceptance and final payment for completed construction.
  • Assists management in the supervision of the work of consulting engineers and architects when employed by JAXPORT for assigned projects.
  • Makes recommendations relevant to the selection and supervises the work of surveyors, testing laboratories and technicians for inspections, testing, measurement, borings, surveying, and sounding operations.
  • Monitors and enforces warranty provisions on new work and equipment.
  • Supervises, coordinates, and directs preparation of permit applications as required by local, state, and / or federal laws.
  • Manage the document control system for respective construction projects.
  • Approves administrative submittals and supervises review of technical submittals required on construction projects either internal or through consultants.
  • Serves as a professional and technical advisor for planning, construction, maintenance, and repair activities performed at the marine terminals.
  • Provides advice, information, data, measurement, and maintenance recommendations as requested.
  • Continuously evaluates new equipment, materials, and methods, as pertains to new construction, modernization and maintenance.
  • Arranges for, or conducts, periodic inspections of marine facilities.
  • Maintains and updates, as necessary, the “as-built” technical drawings and specifications for facilities, installations, utilities, and certain heavy machines at the marine terminals under the supervision of the Port Engineer.
  • DIRECT REPORTS

    This position does not supervise employees.

    MINIMUM REQUIREMENTS

    Education :

  • Bachelor’s Degree in civil, electrical, mechanical, structural or marine engineering, building construction, construction management or related engineering fields required.
  • Experience :

  • Six to eight years of progressively responsible engineering or construction management experience required.
  • At JAXPORT’s discretion, a minimum of ten years’ experience in construction management and maintenance of commercial / industrial / maritime facilities and equipment may be substituted for degree.
  • License / Certifications : N / A

    Knowledge :

  • Requires knowledge of construction procedures, means and methods, techniques and policies required to construct wharfs, buildings, roads, parking lots, and terminals.
  • Skills Required :

  • Strong oral and written communication skills.
  • Must be able to work independently without close supervision.
  • Travel : Frequent travel to job sites and company locations required.

    Other Requirements :

  • Valid driver license is required and must be maintained during employment.
  • Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC) during employment.
  • PHYSICAL REQUIREMENTS

  • Constantly remain in a stationary position.
  • Frequently move, traverse inside office or on JAXPORT property to accomplish job duties.
  • Constantly operate, use or handle equipment, tools, computers and other office machinery.
  • Occasionally ascend, descend, work atop, traverse on ladders, equipment and buildings to perform maintenance and safety functions. Heights up to 200 feet.
  • Rarely / Never position self to move, to maintain or repair equipment on terminal or in office.
  • Constantly detect, determine, identify, recognize, observe, inspect to read and use computers.
  • Constantly detect, converse with, convey, exchange information with others via radio, telephone. Ability to listen to equipment to troubleshoot
  • Frequently move, transport and position, material up to 10 pounds and occasionally up to 50 pounds.
  • WORKING CONDITIONS

    Occasional exposure to unpleasant environmental conditions and / or hazards. Occasional outside work to include domestic travel and jobsite visits.
