SUMMARY OF THE POSITION:

Performs a wide variety of maintenance and janitorial duties. This position performs a wide variety of maintenance duties including preventative, emergency, cosmetic and routine maintenance and regular inspections. Nature of work requires emphasis on safe work practices, sustained physical effort, trouble shooting, problem solving, attention to detail, customer service and time management.

ONLY FOR POSITIONS THAT MUST DRIVE:

Note: It is necessary for the position to travel independently on a regular basis (e.g., purchase supplies, emergency purchases, assisting at other properties, etc.) in the most time efficient method possible, usually by personal automobile.

Responsibilities

Safety

Practices safety precautions and is safety conscious at all times.

Wears personal protective equipment (PPE) and informs Property Manager when others do not.

Ensures that the Material Safety Data Sheet (MSDS) binder is current and up to date; prepares and maintains a hazardous material inventory, updates spreadsheet as needed (or advises PM to update if no access to computer), and keeps it in the front of the MSDS binder.

Conducts and/or participates in required monthly safety meetings.

Inspections and Reports

Performs routine monthly safety hazard and maintenance deficiency inspections in accordance with JSCo inspection forms and the Uniform Physical Condition Standards (UPCS)—including site, building exteriors, building systems, common areas and dwelling units.

Inspects work of other maintenance/custodial personnel for quality, time management and safe work practices.

Inspects work of vendors to verify quality, completion and compliance with contract as directed by the Property Manager as the contract must be reviewed to confirm terms and obligations

Informs property manager daily regarding status of employee safety practices, property inspections, unit turn-overs, preventive maintenance, work orders and other tasks.

Assists the Property Manager with preparation of a written monthly maintenance summary showing number of work orders, turn-overs and preventive maintenance tasks completed, pending & outstanding. This may include either writing the report and submitting to the Property Manager (if computer is available) or simply reviewing the written report with the Property Manager

Prepares and maintains tool, equipment and supply inventories and submits to the Property Manager on a quarterly basis.

Prepares work orders for safety hazards and deficiencies observed during routine inspections of the site, building exteriors, building systems, common areas, and units and specifies on the work order what personal protective equipment is required to perform task.

Maintenance

Creates and implements preventive maintenance schedule in cooperation with property manager.

Performs planned and corrective maintenance to building systems & equipment, fixtures and surfaces, according to the preventive maintenance schedule.

Performs equipment preventive maintenance tasks such as checking for proper equipment operation; changing air filters and condenser coils; lubricating bearings; and minor adjustments according to the preventive maintenance schedule; and documents completion of these tasks.

Performs electrical and plumbing systems preventive maintenance tasks such as: inspecting electrical systems for unsafe conditions; testing and maintaining safety equipment including emergency exit lights and signs; testing light switches, electrical outlets and GFCIs; checking appliances for proper operation; inspecting plumbing fixtures for leaks; checking drain lines to insure they are free of obstruction.

Performs timely apartment unit turn-overs as directed by the Property Manager.

Performs mechanical tasks such as repairing and/or replacing thermostats and HVAC controls.

Performs plumbing tasks such as: repairing faucets: resetting toilets and sinks; repairing water leaks, replacing and/or repairing flush valves; and clearing clogged drains and soil lines.

Performs electrical tasks such as: replacing inoperable circuit breakers, GFCis, switches and outlets; replacing missing or damaged covers on switches, outlets, junction boxes, timers and panels. Uses lockout/tagout devices when doing electrical work.

Performs carpentry work such as: hanging doors; repairing windows; replacing/repairing door and window hardware; installing and/or repairing cabinets and handrails; repairing downspouts; repairing flooring; and patching walls and ceilings.

Performs masonry work such as: repairing broken concrete, replacing broken ceramic tiles, and re-grouting ceramic tile.

Performs plastering and sheetrock repair such as: mixing plaster and drywall mud; installing and repairing drywall or plaster; smoothes and feathers edges to match surrounding surfaces.

Performs painting tasks such as: preparing surfaces for painting by patching and masking; painting with brushes or rollers; performing touch-up painting after work in an area; spot painting metal surfaces for corrosion control, etc.

Performs routine work orders as necessary.

Performs necessary manual labor to keep property in a decent, safe and sanitary condition.

Troubleshoots maintenance problems using visual and appropriate testing equipment.

Maintains neat, clean and organized maintenance shop and storage areas.

Operates and makes all installations and repairs in accordance with local, state and national codes.

Makes recommendations to property manager for outside contractor involvement when appropriate.

Solicits and analyzes contractor bids and makes recommendations as assigned by the Property Manager.

Performs miscellaneous maintenance related tasks or other duties as directed by Property Manager.

Coordinates and directs other maintenance personnel as assigned by the Property Manager.

Janitorial Maintenance

Picks up trash and litter around grounds and buildings.

Gathers and empties recycling, including moving recycling bins for pick up.

Gathers and empties trash, including moving dumpsters for city trash pick up.

Maintains recycling areas, trash rooms and dumpster areas neat, clean and litter free.

Maintains neat, clean and organized maintenance shop and storage areas.

Keeps all utility and meter rooms free of dirt, debris and litter.

Cleans common area floors by sweeping, mopping, scrubbing, or vacuuming.

Steam-cleans or shampoos carpets.

Cleans and polishes furniture and fixtures.

Cleans windows, glass partitions, and mirrors.

Dusts furniture, walls, machines, and equipment.

Services, cleans, and supplies common area restrooms.

Uses and stores cleaning products in accordance with manufacturer’s instructions.

Uses non-toxic cleaning products whenever possible.

Performs initial clean up and final detailed cleaning of apartment unit turnovers, including but not limited to: refrigerators, and range/ovens; exhaust fans and filters; counters, counter-tops and cabinets; sinks, vanities, tubs and showers; walls, hard surface floors and carpets; doors and windows; utility closets.

Performs miscellaneous janitorial maintenance related tasks or other duties as directed by Property Manager.

Emergencies/Communication/ On-Call

Participates in off-shift and weekend emergency maintenance coverage as scheduled, and responds immediately to emergencies when on-call: returns phone calls within 30 minutes; arrives at the property within 60 minutes.

Assembles and maintains an emergency tool kit kept in an easily accessible location.

Qualifications

PERSONAL SKILLS

Written and Oral Comprehension and Expression — Ability to read, listen, speak, understand and communicate information and ideas in writing and verbally so others will understand.

Troubleshooting/ Deductive Reasoning — Ability to determine causes of operating failures and apply general rules to specific problems to produce answers that make sense.

Time Management / coordination – Ability to manage one’s own time and coordinate work orders priorities and other responsibilities in order to ensure timely competition of duties.

Customer Service — Assessment of customer (tenant) needs, meeting quality standards for services, and evaluation of customer satisfaction.

Mathematical Skills—Ability to add, subtract, multiply and divide using whole numbers, fractions, and decimals. Ability to measure distance and calculate quantities.

 Required Knowledge, Skills and Abilities

Knowledge of occupational hazards and safety procedures of the maintenance trade.

General knowledge of OSHA regulations pertaining to worker protection.

Knowledge of the principles, practices, tools and materials used in one or more building trades, such as: carpentry, plumbing, electrical, HVAC systems, appliance repair, painting, drywall, plaster, concrete, hardware and locks, fire protection systems, security systems, irrigation and landscaping.

Ability to perform maintenance and repairs in one or more trades listed above.

Skilled in the use and care of common hand tools required in building and equipment maintenance and construction work.

Knowledge of precautions and safety procedures for ACM/LBP in pre-1981 housing.

Knowledge of proper disposal of hazardous materials, electronic and universal waste.

Knowledge of water and energy conservation and recycling practices.

General knowledge of HUD Uniform Physical Condition Standards and Federal Housing Quality Standards

General knowledge of building codes pertaining to multifamily housing.

Ability to read and understand construction drawings.

Ability to follow oral and written instructions.

Ability to establish and maintain effective working relationships with other employees, tenants and the eneral public.

Ability to assign duties and supervise subordinate employees if necessary.

 Experience & Education

High school diploma or GED certificate.

A minimum of five years of multifamily apartment maintenance experience.

Or at least three years proven experience comparable to a certified journeyman level craftsman in one or more building trades.

Or Vocational-Tech graduate with a journeyman rating in one or more trade classifications.

Or an equivalent combination of technical training and experience to meet the required knowledge, skills and abilities.

Computer skills.

Physical Environment/ Requirements

Requires physical exertion over long periods of time such as frequent bending, twisting, stretching, stooping, reaching overhead, walking on uneven ground, sitting and standing. Must be able to move hands quickly and grasp, manipulate, or assemble objects. Must be able to push, pull, carry and lift up to 30 lbs.

Must adapt to frequently changing environmental conditions, indoors & outdoors.

May be exposed to conditions which require the use of personal protective equipment.

Utilizes a wide range of powered and non-powered hand tools such as drills, sewage line cleaners, saws, hammers, pliers, screwdrivers, wrenches, and electrical testers.

May be necessary to interact with unpleasant or angry people.

May be necessary to assist with maintenance tasks at other JSCo properties as requested by the Property Manager and/or Regional Manager.
