What are the responsibilities and job description for the Chief Code Enforcement Officer position at Kent County?
Position Summary:
This is supervisory, administrative, and technical work at the experienced level dealing with the enforcement of land use, building, and environmental ordinances. The Chief directs the work of the Code Enforcement Officer and performs permit reviews, inspections, and enforcement work as required by the Land Use Ordinance and State Law such as erosion and sediment control, Stormwater management, Floodplain, and Maryland Critical Area provisions. Work is performed with the general supervision of the Director of Planning, Housing, and Zoning. Contacts with others are extensive and important, including contacts with Federal and State agencies, engineers, developers, contractors, and the general public.
Essential Functions:
- Enforces the zoning, erosion, and sediment control, stormwater management, floodplain, forest conservation, and local Critical Area regulations.
- Determines compliance with regulations and board decisions; coordinates inspections as required; research applications as required; provides the public with information relating to ordinances, applications, and appeal decisions.
- Schedules inspections; prepare reports and correspondence; prepare violations for prosecution; provide expert testimony in Court.
- Conduct inspections for Certificate Occupancy.
- Maintain Liaison with other related State, Regional, and County Agencies.
- Trains and supervise other inspector.
- Issues Civil Citations and stop work orders.
- Coordinates compliance with MDE requirements for Kent County to retain delegation of sediment and erosion control enforcement authority, to include permit review and site inspection, as well as manning ordinance updates.
- Manages County Compliance with requirements for Kent County to retain flood plain designation for National Flood Insurance Program, to include permit review and site inspection, as well as managing ordinance updates.
Supervision:
directly supervises the Code Enforcement officer. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable law. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Required knowledge, Skills, and Abilities:
- Provides cordial, responsive, and accurate customer service
- Ability to read, analyze, and interpret documents. Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards. The employee must be able to communicate effectively.
- Ability to work with mathematical concepts.
- Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret instructions and deal with several abstract and concrete variables. Work well with others and with the public.
- Knowledge of computer operations. Microsoft Office, Word, Excel, and HTE?
- Class C Drivers License
- MDE Green Card Certification
Education and Experience:
- A Degree with course work in land use or related fields and two years of related enforcement and supervisory experience (or) A.A Degree in related fields and four years of related enforcement and supervisor experience. Or five years of related enforcement and supervisory experience. Chief Code Enforcement Officer is a sworn position.
Physical and Environmental Conditions:
While performing the duties of this job, the employee is regularly required to utilize digital and physical materials and communicate with others. The employee frequently is required to participate in virtual and online meetings and maintain office hours. The employee is regularly required to perform work in the field and operate a non-commercial motor vehicle. The employee must regularly lift and/or move up to 10 pounds, and occasionally lift and/or move up to 25 pounds. Specific activities related to vision abilities required by this job include reading, typing, and driving.
While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to working construction sites, abandoned vehicles, junk and debris, and wooded areas. The noise level in the inside work environment is usually moderate.
