WHO YOU CAN BECOME: The Prevention of Sexual Abuse (PSA) Compliance Manager is a full-time, 40 hours a week, non-exempt, hourly position who oversees the implantation and ongoing compliance with the Interim Final Rule (IFR) regarding the Unaccompanied Children (UC) program's sexual abuse and harassment standards within the program and with leadership from the agency. The PSA will be responsible for complete knowledge of the IFR and ensure that all standards are met throughout the program. Additionally, the PSA will develop and conduct trainings that integrate both the Office of Refugee Relocation (ORR) and LaSalle School policies.

WHAT YOU’LL DO:

  • Read and understand the IFR in its entirety.
  • Oversees compliance efforts program wide.
  • Responsible for compliance with the IFR, LaSalle School, and updating related policies.

1. Conducts IFR Training with all new hires prior to their interactions with children in the program.
2. Collaborates with Community Service Providers to provide training on the IFR.
3. Tracks IFR specific training requirements to ensure compliance.
4. Ensure compliance with ORR’s Cooperative Agreement with LaSalle School and track personnel requirements.
5. Ensures that IFR Trainings (i.e., Program Orientation) are delivered to youth within 24 hours and appropriately documented in the minor’s case file.
6. Adapt and update IFR Posters, Pamphlets, and other educational material as needed.
7. Ensure that sexual incidents are responded to in accordance with IFR and program policies. When they are not, a meeting should be held by the PSA Compliance Manager to discuss issues and concerns to improve response to sexual incidents.

  • Review all assessments, Child Level Events (CLEs), and provide follow-up to ensure accurate reporting as required by ORR before submission to any stakeholder.
  • Maintain communication with Community Agencies with whom the program has memorandums of understanding established.
  • Responsible for ordering additional pamphlets and other educational information.
  • Track data on all Sexual Abuse Significant Incident Reports (SA/SIRs) sent to ORR.
  • Serve as the point of contact for the ORR’s PSA Coordinator, facilitate monthly PSA Conference Calls with ORR for the Program, and promptly respond to all requests.
  • In conjunction with the Compliance Officer, serve as a point of contact for the NYS Justice Center in investigations, close out all NYSS Justice Center incidents, upload documentation to the UAC portal, and fulfill Mandated Reporter responsibilities according to NYS Justice Center and Office Children & Family Services regulations.
  • Complete training that will be an asset to preventing, detecting, and responding to sexual incidents and implementing best practices.
  • Is familiar with and adheres to all agency policies and procedures as outlined in the Employee Handbook.
  • Actively participate in the Quality Assurance and Improvement process by reviewing weekly, monthly, and quarterly reports for all improvement opportunities.
  • Synthesize all policy changes and provide feedback on program strengths and areas of growth to ensure program meets ORR standards.
  • Review UAC portal weekly to ensure compliance with ORR policies and for quality of content.
  • Conducts daily facility walk throughs and checks grievance boxes.
  • Review and close all charts within 45 days of minors’ discharge.
  • Additional duties and projects as assigned.

WHAT YOU NEED:

  • Bachelor’s degree in behavioral sciences, human services, or social service fields
  • At least one (1) year of experience working with child welfare standards, best practices, or quality assurance or compliance.
  • Bilingual.
  • Must have a valid driver’s license and a clean driving record.
  • Must be or above 21 years old.
  • Must provide proof of vaccination in accordance with current ORR or other relevant regulatory guidelines.

WHO ARE YOU:

  • Possess significant demonstrated experience in conducting investigations, preferably in the workplace.
  • Knowledge and understanding of sexual abuse and harassment.
  • Possess superior relationship management, written, and oral communication skills and must be able to remain objective and nonreactive in all situations and communications.
  • A perceptive professional with the capability of relating to individuals at all levels.
  • Ability to adapt, be sensitive to agency needs, goodwill, and public image; highly effective in dealing with ambiguity.
  • Maintain to emphasis on time management, quick response times and ability to manage multiple and shifting priorities.
  • Able to facilitate trainings, and work independently as well as in a team environment in a fast-paced and energetic culture.
  • Can operate with Microsoft Office Applications, including Microsoft Word and Excel.
  • Proven ability to track and analyze data for trends and patterns.
  • Proven ability to handle confidential information with extreme discretion.
  • Able to work with economically and culturally diverse populations.

WHAT WE OFFER:

  • Start at 10 days off for vacation after 90 days, 13 paid holidays a year, 3 personal days, 12 sick days per year and other leave time available dependent on the circumstances.
