Overview:
We are seeking a highly skilled and motivated Capture/Proposal Manager to lead our efforts in securing new business opportunities with the Department of Defense (DoD) and other US Government agencies. The ideal candidate will have a strong background in government contracting, with specific experience in capture management and proposal development. This role is critical to our growth strategy and will require a proactive professional capable of managing the entire lifecycle of the proposal process, from working with Business Development and Program Managers in identifying opportunities to delivering winning proposals.
Key Responsibilities:
Capture Management:
- Identify and qualify new business opportunities within the DoD and US Government markets.
- Develop and implement capture strategies that align with the company's objectives and capabilities.
- Conduct competitive analysis, risk assessment, and win probability analysis for potential opportunities.
- Build and maintain relationships with key government stakeholders, partners, and subcontractors.
- Lead capture efforts through the entire pursuit process, ensuring alignment with the company’s goals and customer needs.
- Develop and manage capture plans, including the schedule, resources, and budget for each pursuit.
- Work in and maintain capture data in the Hubspot CRM tool.
- Actively participate in Solution Architecture activities to meet solicitation requirements.
Proposal Development:
- Lead the proposal development process, including writing, editing, and reviewing content to ensure compliance with RFP requirements and alignment with capture strategy.
- Manage team proposal efforts, including technical writing, subject matter expertise, graphic design, and other contributions, to produce high-quality proposals.
- Oversee the development of proposal outlines, compliance matrices, and schedules.
- Ensure proposals are persuasive, compliant, and responsive to the customer’s needs and requirements.
- Coordinate with pricing efforts to develop competitive and compliant pricing strategies.
- Conduct reviews and manage revisions to ensure final proposals are polished and compelling.
Collaboration and Communication:
- Work closely with Business Development, Program Management, and technical teams to gather necessary information for proposals.
- Serve as the primary point of contact for all proposal-related communications and decisions.
- Facilitate and lead meetings, such as kickoff meetings, daily stand-ups, and proposal reviews.
- Provide clear and consistent updates to senior leadership on the status of captures and proposals.
Process Improvement:
- Continuously improve capture and proposal processes to enhance efficiency, effectiveness, and win rates.
- Maintain and update a library of proposal templates, past performance, and other relevant documentation.
- Stay current with industry best practices, tools, and technologies related to capture management and proposal development.
Qualifications:
Education: Bachelor’s degree in business, communications, or a related field. An advanced degree or relevant certifications (e.g., PMP, APMP) is a plus.
Experience: A minimum of 5 years of experience in capture management and proposal development within the DoD or government contracting sector.
Skills:
- Strong project management and organizational skills, with the ability to manage multiple proposals simultaneously.
- Excellent writing, editing, and communication skills.
- Demonstrated ability to lead cross-functional teams in a fast-paced, deadline-driven environment.
- Proficiency in proposal management software and tools (e.g., MS Office, SharePoint).
- Strategic thinker with a strong understanding of DoD procurement processes and regulations.
Preferred Qualifications:
- Certifications: APMP (Association of Proposal Management Professionals) certification or Project Management Professional (PMP) certification.
- Experience: Previous success in capturing and winning large-scale DoD contracts.
- Knowledge: Deep understanding of FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement).

Salary : $110,000 - $130,000
