What You Will Do

As an Emergency Planner, you will be instrumental in designing and maintaining the Emergency Management Program at Los Alamos National Laboratory (LANL). Reporting directly to the Site-Level Preparedness team leader, within the Emergency Preparedness group, you will work alongside the Planning Program Coordinator and subject matter experts to develop and document the Emergency Management Program through policies, plans, procedures, and processes that support LANL's ability to prepare for, respond to, and recover from emergencies.

The Site-Level Preparedness Team is a pillar of site's compliance with the Department of Energy's Comprehensive Emergency Management System directives and LANL's Emergency Management programmatic requirements. The team also manages the emergency training program and stakeholder relations through its interface program, both of which are close collaborators with the Planning Program in which this position resides.

This position offers a unique combination of creative expression and technical acumen! Responsibilities may include interpreting regulations and requirements, designing processes, writing and editing requirement documents and procedures, developing tools to support program implementation, and problem solving through the development of corrective actions when warranted. At this level, you will be expected to independently lead activities of increased complexity and scope, while being open to mentorship from others in the organization.

What You Need

Minimum Job Requirements:
  • Applied knowledge of emergency management principles, including preparedness, response, recovery and mitigation strategies.
  • Demonstrated experience in strategic planning.
  • Strong verbal and written communications skills with an emphasis on consistency and attention to detail.
  • Demonstrated experience in project management, including prioritization of tasks.
  • Demonstrated ability to collaborate and partner at all levels, including in a team atmosphere.
  • Must be willing and able to serve in a qualified position within the Emergency Operations Center for response activations, drills, and exercises during and outside of normal work hours.

Education/Experience: This position requires a bachelor's degree and a minimum of 5 years of related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Familiarity with DOE Order 151.1, Comprehensive Emergency Management System, and/or federal, state, or local emergency management regulations.
  • Familiarity with Los Alamos National Laboratory operations and structure.
  • Experience working in an Emergency Operations Center environment.
  • Experience with visual art platforms/programs.
  • Experience in training development and instruction.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

  • The selected candidate must be willing to serve in a periodic on-call capacity for a position within the Emergency Operations Center (EOC) where recall would be required within 2-hours outside of normal laboratory business hours.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.
