Your Impact at Lowe Engineers:
The primary purpose of the Utility Coordinator position is to facilitate communications between, provide project planning support for, and observe/inspect current and future work between the City of Brookhaven and utility providers in the City Right-of-Way. Ongoing duties include but are not limited to:
- Communicate regularly with contacts at utility companies to resolve utility maintenance issues;
- Coordinate activities between utility providers in the City right-of-way through:
o Familiarity with the Scope of Work for current and planned City projects that may impact other utilities assets;
o Familiarity with the Scope of Work for current and planned utility projects that may impact the City right-of-way or other current or planned projects;
o Coordination with internal Departments involved in review of non-City activities that may impact the City right-of-way;
o Utility providers include: DeKalb County Watershed Management Department (DWM), AT&T, Atlanta Gas Light (AGL), Georgia Power (GPC), Comcast, Verizon, Google Fiber, and others;
· Coordinate utility construction and relocation for city construction projects including management of utility adjustment schedules
· Represent the City at periodic regional utility coordination or other planning meetings;
- Conduct City-specific quarterly utility coordination meetings.
· Maintain active communication with contractors, engineers, surveyors, government agencies and/or the general public to resolve any issues relating to upcoming or active construction projects
· Review, prepare, and issue Right-of-Way Encroachment Permits (R/W Permits);
· Inspect approved R/W Permits ongoing and completed works;
- Aid in preconstruction Utility Coordination;
· Observe and ensure the sequence of work completed by utility contractors is in accordance with the R/W Permit or Departmental directives
· Ensure post-construction R/W restoration meets City standards / permit conditions
· Periodically attend pre-construction meetings and pre-construction site visits / assessments.
· Respond to citizen service requests in a timely manner and keeps accurate logs and records of their resolution across departmental lines coordinating, reviewing, and inspect work related to utility permits, communicating with utilities, requests for infrastructure maintenance, ensuring timely completing of maintenance work orders, directing field maintenance crews managing stormwater rehabilitation and replacement projects.
The Duties are performed independently under the supervision of the Public Works Director, or designee. From time to time, and as the workload demands, the individual staffing this position may be involved in other departmental duties which may include:
- Coordination and review City paving, sidewalk, and stormwater maintenance work by contractors to ensure timely and satisfactory completion of work orders;
- Administration and enforcement of Federal, State, and Local regulations for new construction, redevelopment, or maintenance projects;
- Observation and inspection of work on City Municipal Separate Storm Sewer System (MS4) restoration and replacement projects;
- Provide assistance and monitor construction projects by conducting site visits, completing daily reports, and making field measurements;
- Attend required and elective training events in support of the position’s roles and responsibilities; and
- Performs other duties as requested, directed or assigned.
- Regular attendance and punctuality are essential requirements of the job.
What You Bring to Lowe Engineers:
· Graduation from a four-year college or university with a degree in construction management or related field or equivalent experience
· Must have a minimum of 5 - 10 years of professional experience in public works or utility related roles
· An equivalent combination of education and experience may be acceptable,
· Knowledge of personal computers and computer software applications including proficiency with Microsoft Office programs
· Ability to:
o Organize multiple tasks and manage details
o Understand and carry out complex verbal and written instructions
o Communicate clearly and effectively, verbally and in writing
o Deal tactfully and courteously with employees and the general public
· Develop and maintain effective working relationships with officials, employees, state and federal authorities, civic leaders and the public
· Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
· Must possess a valid State of Georgia Driver’s License (Class C) and a satisfactory Motor Vehicle Record (MVR)
· Preferred additional background and experience will include knowledge of:
o Operations, services, and activities of a comprehensive public works program
o Civil engineering principles, practices, and methods as applicable to right-of-way management
o Principles and practices of construction and inspection
o Cost estimating and expenditure control principles and practices
