Reporting to the Associate Director of Applications Management, the Technical Project Manager is responsible for the oversight and management of software developed and/or implemented for LIRS programs. This includes driving the software development lifecycle, from identifying the need/opportunity, taking the software through full implementation and evaluation, and providing ongoing support and administration. The position will also engage with clients to enhance appropriate business processes supporting new software solutions. This position requires alignment with LIRS program managers, management of vendors, and the technical skills to effectively evaluate software design approaches, business processes, and required hardware, and provide realistic cost/ benefit analyses.
This position can be remote with occasional trips to Baltimore as needed.
DUTIES
Project Management / Product Owner
- Partner with LIRS business to understand current business needs, anticipate future needs, and identify potential technical solutions that properly balance costs, risks, and benefits within our strategic framework.
- Assess existing business processes related to the identified need and work with staff clients to develop necessary and appropriate process improvements that will integrate with and support, any proposed technical solution.
- Plan, execute, and finalize projects according to deadlines and within budget.
- Define project scope, objectives, and deliverables that support business goals.
- Develop and maintain project plans, implementation plans, and project documentation.
- Manage internal and external resources to execute project deliverables.
- Proactively identify, assess, and mitigate project risks.
- Manage changes to the project scope, schedule, and budget.
- Solutions research, based on the needs of agency staff and organizations.
- Facilitate communication with stakeholders regarding the status of project plans.
- Manage vendor relationships to ensure conceptual and technical requirements are technically sound and responsive to business needs.
- Creating a product road map based on the vision for the team's product.
Business Analysis
- Work closely with business stakeholders to understand project objectives and gather detailed business requirements.
- Conduct comprehensive business analysis to identify opportunities for process improvements.
- Translate business requirements into technical specifications for development teams.
- Develop business requirements or user stories that are clearly documented.
- Coorinate and provide oversight for comprehensive and orderly testing of software.
- Coordinate the development and delivery of training on process changes and how to use the software.
- After implementation, oversee maintenance and administration of implemented software, without the routine use of vendors.
- Monitor the impact of the system once implemented to determine if the benefits of the system have been realized; if not, identify the reason why and the corrective action to be taken, with related costs. Track suggestions for enhancements and determine in partnership with program managers if/when to group those changes as a new release of the software.
- Other duties as assigned.
QUALIFICATIONS
- Proven experience as a Project or Product Manager.
- Bachelor's degree in information technology or related field with 2 years experience OR 4 years experience without a degree.
- At least one project management certification - PMP, SAFe, or Agile certifications.
- Strong understanding of business processes and ability to translate business needs into technical requirements.
- DevOps experience is highly desirable.
- SQL skills and Salesforce knowledge are a plus.
- Ability to influence others and negotiate effectively. Demonstrated ability to develop consensus, support others for their success, and work with people of varied backgrounds.
