Description
Lynker is recruiting a full-time Program Manager (PM) to act as a point of contact with the Government. The PM will provide expert-level program management, conduct strategic planning including program recommendations, execute program governance, and lead change initiatives. The PM will assist in facilitating knowledge sharing across programs based on Government and stakeholder needs and requirements. The PM will identify new initiatives and perform program and business process improvement. The PM will indentify synergies across projects/programs and/or duplication of effort across individual tasks and program areas to reduce redundancy and program costs, increase efficiency and identify and implement best practices. The PM will supervise multiple projects and allocate/balance resources assigned, identify interdependencies, identify/mitigate/manage risks, prepare action plans, resolve problems and take corrective measures, produce/oversee main program documentation, and ensure effective communication between stakeholders.
The PM will oversee task orders providing geospatial services vital to the Government to assist in meeting planning needs and providing forest land management application tools. Individual task will be varied and may be issued by multiple regions, be of varying size and complexity, and performed at geographically separate locations. The PM must be able to respond to workload changes, unanticipated workload surges or decreases in ordering, and/or multiple reprioritizations of workload.
Tasks will provide Geospatial Information System (GIS), Global Positioning System (GPS), remote sensing, and other geospatial support and services to a variety of customers within and outside of the Government. Services range from traditional and thematic mapping to analysis, web application hosting and development, LiDAR processing, along with training and user support. Projects supported will include addressing critical resource management problems involving forest vegetation management, rangeland monitoring, recreation, wilderness, watershed, wildlife, fisheries, ecosystem management, fire and fuels management, forest health, minerals and geology, engineering, climate change, and international forestry.
Requirements
Minimum requirements for the Project Manager include all of the following:
• Minimum five (5) years of contract operations, staff supervision, and program management experience.
• Current certification as a Project Management Professional (PMP) or equivalent.
• Demonstrated experience defining program governance.
• Demonstrated experience in program management including the organization, direction, and execution of a dossier of projects and transformation activities to achieve outcomes and realize benefits of strategic importance.
• Demonstrated experience managing program budgets and stakeholders’ communication.
