 Job Description

 

Type:  Regular, Full-Time

Status:  Exempt

Reports to: Chief Programs Officer

Location: Fresno, CA

Pay Rate: $83,200 (Entry Level) - $116,480.00 (Top) 

Hours of Work:  Monday- Friday and will be required to work some weekends depending on the need of operations. 

 

Under the direction of the Chief Programs Officer, the Housing Manager is responsible for the operations of all 24/7 Residential (Emergency and Transitional Safe House) and Rapid Rehousing programs of the Marjaree Mason Center.  This position is responsible for the management of direct staff and volunteers for all housing programs, and has direct oversite and responsibility of the facilities, operations and client programming. This includes, the primary responsibility of grant management, data collection, maintaining all reporting and file mandates for all housing grants; including that of HUD (Housing of Urban Development) federal grants. This position represents the agency, and maintains interactions with clients, families, and community. 

ESSENTIAL FUNCTIONS 

1. Responsible for the programming, operations and management of staff, including after-hours response and consultation with staff regarding operations/clients if needed. 

2. Work in collaboration with the Housing Lead in order to ensure quality control of programming, support of staff, and contract/grant compliance. 

3. Notifies the Chief Programs Officer of operational, facility and/or client related concerns and needs. 

4. Works alongside the Crisis Response Manager, and Emergency Leads regarding the coordination between the Residential and Crisis Response Team, for those enrolled into emergency safe housing. 

5. Will consistently communicate with the Crisis Response Manager regarding the coordination of entry/referral process of incoming Safe House Residents. 

6. Regularly review and monitor grant metrics, data, outcomes, and financials alongside the Chief Financial Officer, Chief Operating Officer, and Chief Programs Officer, in order to ensure grant and contract compliance. 

7. Responsible for overseeing and ensuring the linkages of client self-sufficiency programs/services, which can include: Life skills, financial literacy, linkages to institutions of learning, job skills training sites, and others. 

8. Responsible for the overall evaluation and enhancement of all housing programs in order to ensure effectiveness of program activities. 

9. In collaboration with the housing team, engage in outreach efforts with potential landlords for rapid rehousing programs, and maintain relationships with existing landlords. 

10. Direct facility oversight including meeting health and safety compliance of the facilities.

11. Regularly evaluates that the proper programming of safe house services are running effectively and efficiently such as but not limited to:  Case Management services, classes and workshops, and client engagement. 

12. Coordinate with other agency divisions/services to ensure quality care for all clients, and will participate in the Fresno Madera Continuum of Care (FMCoC) homeless agency meetings and activities and assigned by the Chief Programs Officer. 

13. Will communicate and work with the Chief Programs Officer regarding policy and process changes that need to be made, in order to provide the best service for employees and/or clients, and ensuring compliance with the agency mission and vision. 

14. Has oversight and supervision of the housing Domestic Violence By-name list, in order to ensure clients are streamlined and connected effectively and appropriately to Transitional and Permanent Housing Services. 

15. Maintain consistent communication, problem solving, and teamwork with internal agency divisions: to ensure the provision of seamless quality client services.

16. Reviews and monitors case plan progress of all clients- via review files, meeting with Case Managers, and 1:1 meetings. 

17. Monitors length of stay for clients residing in the Emergency and Transitional Projects in order to ensure clients are progressing appropriately. 

18. Assist with resolution of internal staff / facility operating issues.

19. Is responsible for reviewing client complaints, concerns, needs and grievance procedures. 

20. Coordinates and ensures implementation of safe housing groups, daily activities etc. 

21.  Responsible for the tracking and monitoring of systems are accurate and up-to-date daily, including bed and unit utilization for all housing programs. 

22. Ensure that in-kind donations are managed and well organized according to established protocol. 

23. Facilitate shift-change briefings and off the floor staff meetings, as appropriate.

24. Ensure that the proper assignment of Case Managers for clients is being conducted within 24 hours of client entry into the program. 

25. Thorough review of program processes, and ensure accurate complete and timely submission of all information and data collection used for grant reporting and management. 

26. Work with the Chief Programs Officer and Grants Coordinator towards the completion of grant reports.  

27. Maintain and update the Safe House’s Residential Handbook regularly, and ensure that services are meeting the unique needs of clients residing in the safe houses (culture, religion, ethnicity, etc.)

28. HMIS (Homeless Management Information System): Ensure that required client documentation is reported accurately within HMIS. . 

29. Ensure a caring, supportive and empowering, nonjudgmental environment for clients residing in the emergency and/or transitional safe house. 

30. Work in direct collaboration with the Children Services and Community Resources Manager pertaining to services under these department that intersect with the Housing department. 

31. Attend MMC and/or community meetings as requested; and may be required to attend and present at staff, board, and agency meetings as needed. 

32. Meet the goals and objectives of MMC’s strategic plan, and provide leadership with outcome reporting on assigned areas. 

33. Participate in regular 1:1 meetings with the Chief Program Officer 

34. Participate in strategic planning meetings alongside the Chief Program Officer and team, as it relates to the Housing department, and overall programming. 

35. May be requested to conduct media interviews as deemed appropriate. 

36. May be requested to conduct trainings and presentations for the community as deemed necessary. 

37. Ensure that clients receive trauma informed services consistent with agency operational policies, in a safe, clean, and healthy environment. 

38. Monitor facility cleanliness and maintenance, via a building daily walk through, and scheduling special maintenance needs with the Facilities Department. 

39. Ensure the facility health and safety concerns for staff and/or clients are addressed.

40. Report continuing maintenance issues or general facility’s concerns to Facility Manager and Chief Programs Officer

  

EMPLOYEES:

1. Takes a lead role in the interview and selection of new employee hiring. 

2. In conjunction with the Human Resource Department, will engage and implement a training process promoting staff/volunteer proficiency in that they are functionally knowledgeable of their duties prior to working regular non-training shifts.

3. Ensure a system of continuous staff learning & development, via training, webinars & workshops. 

4. Complete weekly work assignments / staff schedules, ensuring that agency work policies are met and ensuring staff assignments meet agency/client needs throughout the week. 

5. Maintain a positive work environment and culture of “team work” among staff. 

6. Hold 1:1 meetings with staff & volunteers to address concerns & provide feedback for job growth.

7. Monitor staff performance and ensure staff/volunteer compliance with agency policies and procedures. 

8. Communicate and alert the Chief Programs Officers as well as Human Resources regarding pertinent information related to employee matters.  

9. Complete personnel annual reviews. 

Requirements

  

The Housing Services Manager is expected to customarily and regularly exercise discretion and independent judgment in carrying out job duties. The Housing Services Manager is also expected to perform solely exempt-type duties more than 50% of work time during the workweek.

QUALIFICATIONS: 


Bachelor’s Degree 

Bilingual preferred.

Experience in the domestic violence field, with at least 2-years managerial experience.

CERTIFICATES, LICENSES, REGISTRATIONS: 

q Possession of a valid California driver's license and proof of liability insurance on personal auto. 

q Must be insurable at all times at standard rate by MMC insurance carrier. 

q Must pass a tuberculosis, drug and fingerprinting test.
