Position Summary
Responsible for overall program oversight of all aspects of the Community Doula and Lactation Program including program development, implementation, monitoring, and expansion of client and workforce development services.
Essential Tasks
Administrative
Responsible for administrative oversight of all services, staff and consultants related to the Community Doula and Lactation Program and upholding of established quality standards across the program.
Oversees and monitors efforts to meet deliverables of 1. doula & lactation support services delivered through MCC’s Community Doula & Lactation Expert Network; 2. Doula & Lactation Workforce Development; 3. Childbirth Education and MCC Lactation Services.
Monitors and ensures compliance of Community Doula & Lactation Expert Network member contracts, clearances, contractor payments, and implementation of high-quality services for matched families.
Ensures appropriate training of staff.
Manages relevant contractual agreements.
Develops and updates MCC Community Doula & Lactation Program policies and procedures, including documentation of scope of program, curriculum, training content and implementation, and doula and lactation network matching processes.
In collaboration with the Research and Evaluation team, identifies and implements outcome measurements, evaluation plans and quality assurance.
Develops and maintains systems for electronic tracking of all program services; integrates programs into ETO / SharePoint when appropriate.
Works to establish relationships and partnerships with community organizations.
Prepares statistics and program reports for presentations, funders, and partnership initiatives.
Participates in proposal writing processes for potential expansion and sustainability.
Workforce Development and Community Capacity Building
Responsible for curriculum adherence and implementation compliance of MCC Doula and Lactation Community Health Worker Trainings as required by funder contracts and expansion of workforce development efforts.
In collaboration with Doula Workforce Development Manager, develops train-the-trainer model and promotes this model for replication efforts in other communities.
Monitors the landscape of doula policies, standards of care, and reimbursement efforts, and develops and implements changes as needed.
MCC Lactation and Childbirth Education Services
Ensures delivery of high-quality lactation support services by Lactation Specialist in compliance with program deliverables and goals.
Provides guidance and support for development and planning of lactation and childbirth education workshops for the community implemented by the Lactation and Childbirth Specialist.
Creates and updates policies and procedures for MCC lactation support and childbirth education services.
Supports Lactation Specialist with clinically complex lactation cases as needed.
Works to expand MCC Lactation Expert network to increase MCC’s capacity for lactation support services.
Develops and implements strategies to improve MCC’s breastfeeding rates.
Serves as content expert on lactation internally and externally.
Co-) Facilitates NAT Infant Feeding sessions, and other relevant trainings as needed.
Community Outreach, Advocacy and Capacity Building
Develops program activities for the business / employer community educating about the importance of breastfeeding support and legal requirements that create a welcoming and supportive community / working environment.
Promotes MCC’s programs in the community and serves as liaison between community organizations and professional groups
Participates in local and / or state advocacy efforts as requested
Provides doula and lactation program consulting services on behalf of MCC (including training, infrastructure development, technical assistance) for other agencies on fee for service basis

Management Duties
Provides supervision to Program Managers, and Childbirth and Lactation Specialist through supervisory meetings and quality assurance reviews.
Facilitates regular staff meetings.
Monitors program budgets and assists with budget development.
Oversees program human resources needs such as staffing (hiring and termination), conflict management, mediation, and training.
Facilitates communication with other MCC departments such as Fund Development and Marketing, Facilities and Operations, Research and Evaluation, Finance and Administration, and Public Policy.
Member of Program Directors Team; contributes to development of polices and protocols for direct service programs.
Other Tasks
Adheres to the MCC’s security guidelines and ensures the appropriate handling of sensitive information
Attends relevant staff meetings to promote communication and execution of goals
Completes special projects specific to the function of the department or as needed for the department as directed by the supervisor
Other duties as assigned within the scope of position expectations
Knowledge, Skills, and Abilities
Strong demonstrated leadership skills.
Understanding of MCC’s mission, Vision and Core Values.
Ability to work independently with a high level of energy and contribute as part of a larger team.
Knowledge of the concepts and practices associated with community health issues, particularly with pregnant women, prenatal care, parenting and other services for birthing people, children and families.
Ability to work well with people and lead a team.
Strong time management, multi-tasking, and problem-solving skills.
Ability to travel in and around the wider Philadelphia region.
Knowledge of and sensitivity to the issues facing the communities served; knowledge of community resources.
Excellent oral and written communication skills and public speaking skills
Excellent computer skills (including data entry and management, word processing, use of Internet, and virtual meeting platforms).
Experience, Education, and Licensure
Master’s degree in Social Work, Public Health or related field required
International Board-Certified Lactation Consultant (IBCLC) with a minimum of 2 years ongoing experience in the provision of breastfeeding education and support required or Certified Lactation Counselor with at least 3-5 years of ongoing lactation education and support experience
Trained as a Birth Doula or Childbirth Educator is a PLUS but not required.
Minimum of 3-5 years of supervisory experience
At least 3 years of experience in program development, implementation, and management
