Bachelor's Degree, from an accredited college or university, with major course work in Information Technology, Business, or related area and six years of related progressively responsible experience. Experience in design and implementation of commercial software (Oracle EBS, SAP, Maximo, GIS, laboratory information management (LIMS), water information management (WIMS), pretreatment information management, Prolog, etc.).
Desirable Knowledge Skills And Abilities
Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as non-safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.

Essential Functions
Engaging with Customers
- Responsible for building and maintaining a strong business-IT relationship with a key stakeholders and leaders to enable open communication and clear expectations regarding application development delivery.
- Engage with customers to understand their needs and ensure prioritization and alignment to business strategic objectives.
- Act as a point of escalation on active initiatives.
- Prepares business cases working with business partners.
- Collaborates heavily with Program Managers to initiate large projects, including resource planning, estimation, governance, approval, and kickoff.
- Contribute to the approach for requirements elicitation and methods for requirements management and communication.
- Ensures business opportunities and objectives are clearly articulated.
- Performs feasibility analysis as required for projects.
- Assists with process improvement and/or reengineering.
- Performs requirements elicitation, using techniques per plan.
- Documents requirements, establishes scope and objectives.
- Prioritizes requirements working with business partners and creates conceptual prototypes and mock-ups.
- Uses business process modeling, traceability and quality management techniques per methodology.
- Performs requirements management and communication; apply best practices for effective communication and problem-solving.
- Complies with Change Management practices
- Will take on assignments for large projects, and others as assigned.
- Monitors the technical team solution to ensure requirements fulfillment and solution evaluation.
- In conjunction with Program Manager and business partners, manages strategy, approach and needs of incoming projects within function.
- Leads and coordinates activities associated with requirements management vehicles.
- Provides coaching to other BAs assigned to projects to successfully accomplish objectives.
- Performs and documents quality assurance testing.
- Facilitates and documents end user acceptance testing.
- Accountable for Service Level Agreements.
- Reviews and monitors the effectiveness of business analysis via outcomes and lessons learned.
- Provides status reports and health metrics to Program Manager on a regular basis.

- Proven ability to provide business analysis to meet customer expectations
- Demonstrated understanding of business analyst tools and techniques; demonstrated proficiency using MS Office and Visio
