The Community Reinvestment Act (CRA) Manager position will manage MidFirst Bank's CRA activities to meet regulatory requirements. This will include being a subject matter expert with the regulation and OCC guidance, assessing performance via development of KRIs, development of goals and strategies to maintain favorable CRA ratings, awareness of assessment area community needs, and publishing key reports to demonstrate MFB success to key constituents.
MFB has a robust CRA data collection MIS process which must be revised and enhanced to meet the increasing frequency of data reporting and validation OCC expects and that will be required by the new rule. This position will oversee that process and coordinate enhanced KRI and data reporting to CFC and executives. This data will form the basis of identifying risks to be addressed and processes to resolve those risks. Target and goal setting with ongoing monitoring will be a key component. This will require involvement of data from the business unit level to ensure the correct information is obtained and validated through analysis to summarized conclusions. This will also require development of robust written procedures outlining the processes.
This position will compile and present CRA reports to front line and executive management and to committees that outline MFB strengths and weaknesses and from management engagement develop CRA strategies that address CRA risks while aligning with MFB goals, products, and services. In addition to MFB results, this will require reporting of competition and peer results and local market conditions. This reporting and engagement will be at the individual assessment area level with local managers as well as total of bank with CRA Fair Lending Committee. Ultimately, this process results in OCC CRA exam response materials.
The primary responsibility of this position is not frequent participation with third parties engaged in CRA activities, but some engagement of that sort will be expected - such as CRA nonprofit board or committee service. This objective is primarily focused on developing an understanding of each local AA - the economic and demographic factors most relevant to CRA and discussion with local parties that explain those factors so that MFB can develop appropriate CRA strategies for each market and can explain these strategies for exam purposes. This will also include engagement with MFB staff in local markets to refine how MFB may best be able to address community needs. The role also requires the ability to effectively convey MFB's CRA commitment and products to local parties.
POSITION REQUIREMENTS:
- Bachelor's degree (preferably with a focus in Business, Finance, Accounting, Social Science, Economics or Stats)
- Prior CRA experience is preferred
- 5 years of related experience that includes analytics, risk, budget, strategy and leadership is desired
- This role will require some travel by air and car to visit many of our Assessment Areas and to meet with community groups, customers, and MFB personnel in local markets. This can include some overnight travel.
- Excellent communication skills both verbal and written as this role requires comfortability with public speaking
- Knowledge of database and software is required given the reliance MFB has on obtaining, processing, validating, and compiling CRA related information in CRA software. That familiarity will also assist in creating efficiencies with the data collection process and including robotic or automated data pulls and processing. Advanced skills with Excel required, Tableau experience would be a plus.
- Ability to effectively engage with MFB personnel in different business units and geographic locations to develop strategy and to develop commitment to CRA objectives. Leadership capabilities that inspire buy in and support. This often involves limited supervision but does require group engagement and coordination.
