Job Overview
The Foster Care Case Management (FCCM) Operations Director manages and directs the overall operations of the statewide Foster Care Case Management Program. The Director provides support to each of the partner agencies to help assure success of the program. The Director also facilitates collaboration and cooperation with the state agency and other community agencies. The Director continuously monitors contract compliance and achievement of outcomes.
Duties
Oversees the foster care case management activities which includes case management, data entry, utilization review and general operations of five agency teams.
· Collaborates with the Chief Performance Improvement Officer regarding QA/QI activities related to foster care case management.
· Coordinates Agency Teams with MACF Departments for supportive services for successful program development.
· Reviews and evaluates FACES/CSWISS data and outcomes, including placements and movements, payments to providers, agency budgets, and other relevant metrics. Makes recommendations for improvements to the CSWIS system to meet the needs of the program and ensure the timely and accurate entry of all required information.
· Provides consultation regarding the Foster Care Case Management Contract and program implementation to Agency Teams and MACF Departments.
· Meets with community members to promote appropriate relationships with Family and Juvenile Courts, other community stakeholders, and the state agency.
· Evaluates existing policies and recommends improvements.
· Participates in supervisory meetings and consultation focused on daily operations and practice improvements as needed.
· Facilitates Outcome Management Groups focused on improving practices and outcomes.
· Participates in the CQI process with the state agency.
· Participates and contributes to the agency CQI process.
· Participates in strategic planning efforts for the agency and Foster Care Case Management.
· Represents MACF at community meetings, conferences, and other public events.
· Prepares reports.
· Addresses client, family, provider or referral agency complaints that cannot be addressed at the supervisory level. This includes written responses to the Office of the Child Advocate to acknowledge receipt of complaints and the resolution of the complaint.
· Prepares the response to Requests for Proposals for the Foster Care Case Management contract.
· Coordinates state agency training with Agency Teams.
· Provides oversight of the Foster Care Case Management referral process.
· Coordinates state agency audits with Agency Teams.
Education/Experience
Master’s Degree in Social Work or a related field plus a minimum of five years’ experience with Missouri’s foster care population, with at least three serving in a supervisory capacity. Knowledge of and familiarity with the Foster Care Case Management contracts is necessary. An applicable license, LCSW or LPC is preferred.

Pay: $60,000.00 - $90,000.00 per year
