Job Summary
Incumbent serves as Environmental Case Manager for the Montgomery County Health Department, responsible for investigating potential environmental hazards, minimizing hazards and disease transmission, providing education and services, and complying with and enforcing federal, state, and local public health and environmental protection laws, rules, and regulations.
Responsibilities
Conducts health, safety, and environmental investigations, including gathering information and samples, analyzing data, interpreting results, preparing and submitting related reports, and presenting results to various audiences.
Investigates unfit-for-habitation housing units, including inspecting homes and evaluating health and safety risks, managing cases, educating occupants and owners, providing referrals and assistance, reporting to the proper agency or department, and performing follow-up duties.
Investigate complaints of lead poisoning, conduct home visits/environmental risk assessments, test surfaces for lead-based paint, collect water, soil, and dust samples, discuss results with occupants, and provide recommendations on reducing or eliminating lead exposure.
Respond to requests, questions, and problems concerning department operations, provide information and assistance, research problems, explain procedures, initiate problem resolution, perform follow-up, and coordinate with other agencies.
Maintains accurate and detailed files of complaints, inspections, and related documents, maintains and updates databases, and submits reports and summaries of inspections for regulatory and administrative action to supervisor. May review and compile IDEM and !DOH reports, documents, and statistics.
Maintains comprehensive current knowledge and awareness of applicable regulations, new trends, and advances in the profession, maintains professional affiliations, and attends training sessions as appropriate.
Responds to emergencies 24 hours a day.
Performs related duties as assigned.
Ability to effectively listen, comprehend, and communicate orally and in writing with coworkers, other County /City departments, elected officials, state and federal departments and agencies, businesses, other health departments, labs, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile individuals.
Ability to properly operate standard office equipment, including computer, calculator, copier, and telephone, and other department equipment such as measuring devices, and to operate a vehicle.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to plan and deliver public speaking presentations.
Ability to provide public access to or maintain Department information and records confidentiality according to state requirements.
Comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, a drug-free workplace, and personal conduct.
Ability to occasionally work extended evening and/or weekend hours, travel out of town for meetings/training/conferences, sometimes overnight, and respond to emergencies on a 24-hour basis.
Possession of a valid driver's license and demonstrated safe driving record.
Incumbent maintains frequent communication with co-workers, other County/City departments, elected officials, state and federal departments, and agencies, businesses, other health departments, labs, and the public for purposes of exchanging information, rendering service, negotiating, and instructing.
Incumbent reports directly to Administrator.
Experience
-High school diploma/HSE required, Bachelor's in public health, environmental/health science, or similar field or closely related prior work experience preferred. Equivalent combination of education, training, and experience considered.
Possession of or ability to obtain and maintain required certifications and training.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile individuals.

Pay: $16.50 - $19.25 per hour
