We are currently seeking a Quality Control Manager (CQC) to serve on a project team for a multi-year contract. No security clearance is required for this position, but ability to pass a background check is required to gain access to the worksite. The duration of this project is anticipated to be 24 months from Notice to Proceed (NTP). Work will start late summer 2019.
Job Description
PRIMARY FUNCTION:
The Quality Control Manager is responsible for the effective implementation of U.S. Government contract documents in construction activities to achieve quality of materials and installation and personnel and equipment-usage safety.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Prepare and execute the Quality Control Program on site
- Inspect and perform testing coordination and control
- Supervise workers engaged in inspection and testing activities to ensure high productivity and high technical integrity
- Formulate, document and maintain quality control standards and on-going quality control objectives
- Manage and review the submittal register and assist in reviewing the commissioning plan and execution
- Check material, design, shop and as-built drawings
- May be required to manage a team of Quality Control Engineers
- Other duties as assigned by the Operations Manager
- Works for the Operations Manager (i.e., the MVL home office team); works with the Project Manager (PM), Project team, and the client (i.e., he or she does not work for/report to the PM)
- On site at all times during construction. However, in the event the CQC Manager must be away from the site, he shall provide a suitable substitute, acceptable to the Government, who is familiar with the project and the QC program
PHYSICAL JOB DEMANDS:
Reaching above and below, stooping and bending. Lifting/carrying/moving 1 to 15 pounds of weight in the form of paper, boxes, files, etc. Manual dexterity to operate office equipment, filing, and perform specialized skills. Requires a high degree of concentration in a busy office environment.
WORKING CONDITIONS:
Contract requires 6 days per week, 10 hours per day. Schedules may be modified to better accommodate business needs. Flexibility with hours is required. Afghanistan can be a hostile, dangerous environment. The project site is intended to be located within a secured perimeter.

Qualifications
KNOWLEDGE, EXPERIENCE AND SPECIAL SKILLS REQUIRED:
- Must be fluent in reading, speaking, and writing English and English-language construction terminology.
- Bachelor’s Degree in Engineering, Architecture, Construction Management, or Quality Control desired
- Minimum of 5 years of experience implementing construction quality control programs for similar projects
- Must be proficient in project management tools and software,
- Experience working for the General Contractor on federal, state, or municipal design-build and construction contracts
- Experience on projects requiring formal, extensive commissioning plans and programs
- Previous CQC experience working with Federal, State, or Municipal Govt.
- Possess good interpersonal skills and teamwork spirit
- Knowledge, skill, and experience with U.S. construction methods, techniques, and standards.
- Must also provide specific area(s) of practice/expertise (e.g., civil, structural, mechanical, electrical, materials, finishes, etc.), if any.
PREFERRED EXPERIENCE:
- Professional Engineer Certification
- Previous experience on US Federal Projects
- Design-build contracts.
