We are currently seeking a Safety and Health Program Manager (SHPM) to serve on a project team for a multi-year contract. No security clearance is required for this position, but ability to pass a background check is required to gain access to the worksite. The duration of this project is anticipated to be 24 months from Notice to Proceed (NTP). Work will start late summer 2019.
Job Description
PRIMARY FUNCTION:
The SHPM is responsible for the effective implementation, coordination, and enforcement of the Construction Accident Prevention Plan (CAPP) to assist in safely delivering the project.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- SHPM shall be on-site at all times when work is being performed
- Provide and enforce safety and occupational health for all persons authorized to be at the project site and protection of property on and adjacent to the project site
- Provide and ensure project team and subcontractor compliance with the safety and occupational health requirements
- Posts notices at the project site that name the SHPM and describe the authority and responsibility held by the position
- Sole duties shall be effective implementation, coordination, and enforcement of the Construction Accident Prevention Plan (CAPP)
PHYSICAL JOB DEMANDS:
Reaching above and below, stooping and bending. Lifting/carrying/moving 1 to 15 pounds of weight in the form of paper, boxes, files, etc. Manual dexterity to operate office equipment, filing, and perform specialized skills. Requires a high degree of concentration in a busy office environment.
WORKING CONDITIONS:
Contract requires 5 days per week, 8 hours per day. Schedules may be modified to better accommodate business needs. Flexibility with hours is required. Afghanistan can be a hostile, dangerous environment. The project site is intended to be located within a secured perimeter.

KNOWLEDGE, EXPERIENCE AND SPECIAL SKILLS REQUIRED
- Must be fluent in reading, speaking, and writing English and English-language construction terminology
- Sole duties shall be effective implementation, coordination, and enforcement of the Construction Accident Prevention Plan (CAPP)
- Completed the 30 hour OSHA construction safety class
- Minimum three (3) years of experience as a site construction safety manager on projects involving the construction of large concrete commercial /residential buildings, highway and road or concrete works
- SHPM shall be fully knowledgeable regarding all sections in the latest edition of the U.S. Army Corps of Engineers Safety & Health Requirements Manual EM385-1-1 that are relevant to Federal construction site operations
- SHPM shall be qualified/cognizant to anticipate, identify, evaluate, and implement corrective action through activity/worker hazard analysis, worker training, and proactive oversight of construction operations to abate or reduce potential safety and health hazards and dangerous environmental exposures
- Experience working for a General Contractor on Federal, State or Municipal government design-build and construction contracts
- Possess strong communication and interpersonal skills
- Knowledge and experience with construction methods, techniques, and standards
PREFERRED EXPERIENCE:
- Experience on Federal projects of similar size and scope.
- Design-build contracts.
- bachelor's degree in safety management, occupational health and safety, or environmental safety OR In lieu of these educational requirements, recent successful performance as SHPM on project(s) of similar size, complexity, and location
