Basic Eligibility For A Position With The NRO
  • You must be a U.S. Citizen
  • You must be 18 years of age or older
  • You must be able to obtain and maintain a TS/SCI security clearance

Where You Will Work 

Incumbent serves as a Cost Team Analyst, responsible for conducting analysis to provide greater insights into estimated costs and risks associated with NRO's complex systems and services acquisitions. Responsibilities include supporting the preparation and review of wide-ranging cost analysis supporting D/NRO, PDD/NRO and/or D/BPO requests; performs cost and financial analysis activities including, but not limited to: the preparation and review of independent cost estimates and analysis of NRO's systems and trade studies in support of future strategic architectures for NRO systems. Assist with the cost and technical data collection and model development, designing, developing and implementing new cost estimating models and/or model enhancements. Develop and brief results to management.

What You Will Be Doing  
  • Serves as subject matter expert for assigned projects. Responsible for performing various technical and advisory functions relative to the personnel assigned to the particular project segment. Assigns tasks and provides overseeing work of project segment members; reviewing work for technical quality, furnishing advice, or instructions to individual employees on technical work matters. Plans, develops, advises on, and implements crucial projects and/or segments of NRO programs, projects, or activities.
  • Briefs senior management through each project development cycle. Maintains interactions with contractor personnel to evaluate and correct development activities or provide technical and managerial consultations to team managers when problem areas arise.
  • Conducts technical analyses and field and/or laboratory work to achieve desired products or services.
  • Evaluates the value and applicability of new or improved technology, strategies, trends, or applications.
  • Manages daily programmatic functions, interfaces with mission partners across the IC and DoD, reaches out to operational users to ensure proper program support. Oversees work effort of assigned FFRDC and SETA staff. Provides coordination and guidance to a wide range of government, military, and contractor personnel on methods, processes, practices, lessons learned and risk mitigation. Develops, maintains and manages updates to program documentation, performing evaluations as required. Develops and reviews Statements of Work and Request for Proposals.
  • Initiates and conducts thorough and comprehensive analytical studies or other complex studies involving broad and varied subject matters. Studies vary in complexity based on scenario and the number of analytical models employed. Defines the problem, formulates overall scope, establishes objectives, formulates methodologies, coordinates research contributions of others and identifies significant findings. Produces insightful findings, alternative courses of action, solutions to critical problems, etc., which have significant impact in changing or improving practical and/or theoretical concept developments to future special operations. Conducts extensive systematic exploration of problems of an unprecedented nature. Conducts analysis of alternatives.
  • Presents trend analysis data ascertaining potential problem areas. Identifies areas for analysis that have not been previously analyzed by an operations research approach.
  • Defines the problems involved, formulates concepts in addressing these problems, and reviews and evaluates the final outcome of the study. Identifies and clarifies major factors and issues of the study. Establishes the objectives and approach; formulates methodology; and plans, advises on and coordinates study activities.
  • Plans, organizes, and leads teams to prepare requirements and specifications for new, large-scale systems or to evaluate overall plans and proposals for significant systems.
  • Plans, arranges, and manages data collection and preliminary analysis; using judgment to determine the areas that need study; using ingenuity to devise and plan projects that thoroughly investigate those areas. Develops new information, considers data from a variety of sources, and modifies and originates approaches, methods, and procedures to plan and carry out assignments.
  • Plans and performs investigations to develop new methods and means of validating findings. Establishes new criteria or extends existing methodology to the point of developing methods and techniques in addition to adapting and modifying the establish guidelines, precedents and methods. Applies new developments and theories to critical and novel problems. Extends and modifies approaches, precedents and methods to solve a variety of scientific and engineering problems with unprecedented and obscure aspects.
  • Performs scientific assessments and makes recommendations concerning corrective actives for identified weaknesses or deficiencies in programs/projects. Determines approaches to be used and information needed and is responsible for results.
     
What You Need
 
  • Knowledge of the principles, concepts, and methodologies of engineering disciplines or knowledge of mathematics, physics, physical sciences, statistics, operations research, and computer science to perform assigned duties and responsibilities.
  • Knowledge in system engineering, project management, and acquisition management.
  • Knowledge of the missions, roles, functions, organizational structures, and operations, which govern, interface with and/or influence the systems acquisition process and integrated life cycle management in support of the
  • NRO mission. Recognizes and addresses the interdependences of activities and resources.
  • Skill in interpersonal relationships to work with project/program teams in the implementation of NRO-wide programs. Uses interpersonal skills, to persuade and gain concurrence from both internal and external organizational personnel in order to implement new innovative courses of action.
  • Skill in oral and written communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent the organization in interactions with other organizations.
     
Other Information
 
  • Baccalaureate or Graduate Degree: technical or scientific field (STEM) such as engineering, physics, physical science, chemistry, mathematics, statistics, operations research, engineering management, or computer science. Individual occupations have specific educational requirements but a STEM degree is prerequisite for all. Actual degree and courses required will be determined based on qualification of individual for the position.
  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
  • Financial Disclosure:  MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Defense Acquisition Workforce Improvement Act (DAWIA) coded positions: If selected for a DAWIA coded position, the incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system. DAWIA requirements may be located at the Defense Acquisition University website.

2024 STEM salary range for the Chantilly, VA:

GG-13: $129,239 - $176,632


**This position is a Senior level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.  To qualify for the position, federal government employees MUST currently be at the GG-13 level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
