North County Transit District is Hiring a Systems Engineer Near CA 92055, CA

Under the general direction of the Senior Systems Engineer Supervisor, the Systems Engineer helps to design, implement, and manage servers along with other related hardware and software. S/he aids in determining strategies for implementing and supporting new server-based applications and system solutions, and assists with the implementation and support of these systems throughout their life cycle. S/he assists with the definition and maintenance of daily operations procedures, disaster recovery plans and any other documentation needed to keep the IT Division functioning in a well-organized and well documented manner
 
Distinguishing Characteristics
This role is distinguished by its ability to handle both routine and crisis operational situations equally well. This individual must be able to grasp the "big picture" of the entire District environment, while working effectively with both technical and non-technical individuals throughout all levels of the District. This position requires extensive hands-on development in a small information technology team. S/he must also exhibit strong troubleshooting skills to identify problems quickly and efficiently.
 
Supervision Received and Exercised
The Systems Engineer reports to the Senior Systems Engineer Supervisor and may also work under the guidance of a Senior Network Engineer, Senior Systems Engineer, and/or Project Manager. This individual must be self-motivated to complete assigned tasks, assist with any workload to keep the IT Division moving forward, and assist with the completion of projects for the District. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
 
Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.
Essential Functions
Duties may include, but are not limited to, the following:
  • Monitors and troubleshoots network connectivity, server OS, software, and hardware problems. Handles first-level and escalated Help Desk issues.
  • Assists with implementation and support of desktops including virtualized systems.
  • Assists with deployment and implementation of HP Blade Servers, Windows Server OS, and various server/desktop applications.
  • Performs network and/or systems administration tasks related to internal and perimeter devices on the NCTD including Cisco network equipment, HP Blade Servers, Voice Over IP equipment, MS Exchange, Symantec Backup Exec, McAfee ePolicy Orchestrator, etc.
  • Maintains systems through periodic maintenance schedules, server updates, and patches for delivery to server systems; coordinates system and backup recovery plans for computer resources including Windows servers, network equipment and field communication equipment.
  • Documents and inventories systems and environments including physical server configurations, serial numbers, maintenance information, network information, software versions, and connections between applications, networks and servers. 
  • Coordinates support activities with outside vendors, other regional transit entities, and partners to resolve issues in application performance and availability. 
  • Performs cabling and cable management. 
  • Performs network and/or systems administration tasks related to internal and perimeter devices on the NCTD network, including Siemens SONET ring network, Cisco networking equipment, SCADA Control Systems, etc. 
  • Assists IT first responders to rail networking system outages 24/7/365. Engages multiple external support vendors based on diagnosis of problems. 
  • Assists IT first responders to regional system outages 24/7/365. Engages multiple external support vendors and/or other team members to diagnose and repair problems. 
  • Assists with responsibility for all aspects of Windows-based Server OS administration in a 24/7 operation including support of the hardware, networks, operating systems and server-based applications software in the NCTD network domain. 
  • Assists with responsibility for all aspects of NCTD networks in a 24/7 operation including support of the hardware, OS, and server-based networking utilities. 
  • Performs other related duties as assigned.
Experience/Education
  • Bachelor's Degree in related field required.
  • Five (5) years of experience maintaining Microsoft Operating Systems, (both desktop and server) 2008 or above in a professional capacity, including all aspects of Windows Server, Active Directory, system engineering and implementation, (both desktop and server).
  • Experience with Microsoft Exchange, SQL and SCE, Symantec backup tools, VMWare, and SharePoint.
  • Knowledge of:
    • Storage Area Networks
    • Blade Infrastructure
    • Firmware maintenance
    • TCP/IP networks and protocols
  • Internet web server and software experience preferred.
 
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position will be considered.
 
Certificates/Licenses
  • Certifications in relevant technologies including, MCP, MCSE, CCENT, CCNA, VM, etc. highly preferred.
  • Possession of and the ability to maintain a California driver's license, Class C, and a satisfactory driving record for the last five years.
  • Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.
 
General Requirements
  • Ability to work independently without detailed instructions.
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities, including the ability to handle demanding deadlines and changing priorities in an often-stressful work environment.
  • Ability to follow procedures used to trouble-shoot system failures from technical problems.
  • Knowledge of principles of system/network design, implementation and maintenance, including applying patches, firmware updates and service packs.
  • Knowledge of principles of data communication.
  • Familiarity with systems engineering, including implementing virtualized environments (both desktop and server).
  • Familiarity with Windows Server OS file system internals as well as performance analysis and tuning.
  • Understanding of system and network backup procedures, software and schemes.
  • Familiarity with basic wiring and cabling.
  • Ability to create and maintain good working relationships through excellent communication and teambuilding skills.

Ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions, work with office equipment, and daily lifting of equipment up to 25 pounds is required. Ability to hear, see and to communicate verbally to exchange information. Ability to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. May be subject to fumes, odors, dusts, gases, chemicals. Ability to walk, climb, balance, bend, carry, push, reach, sit, and stand.
 
Machines / Tools / Equipment
  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
  • Ability to carry and operate a mobile on-call device.
