THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized child care voucher system -- one of the largest child care assistance programs in the country. ACS provides vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable childcare at the provider of their choice while they pursue work, education, or training.

The CFWB Policy and Compliance unit performs all tasks related to CFWB policies and procedures, ensures compliance with federal, state and local laws and regulations that govern our funding streams, devise and/or assists with all internal policies and procedures. The unit also provides quality assurance (QA) to proactively safeguard compliance and standards and risk assessment to address all child care subsidy fraud referrals made by a variety of internal and external sources. The QA and risk assessment activities extend to oversight of Child Care Block Grant funding administered by the Department of Education.

Reporting To The Quality Assurance Manager For Eligibility In The Division Of Child And Family Well-Being (CFWB), The Analyst Will Conduct

  • Regular quality assurance reviews and analyses of randomly selected case records to assess internal controls
  • Appropriateness of approvals and determinations and completeness of documented case files.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Preferred Skills

  • Strong analytical and critical thinking skills - Ability to work with and navigate multiple database systems - Data entry skills - Proficiency working with Microsoft Excel & Word. - Knowledge of child care or benefits eligibility is a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
