Position Summary: The New York City Public Schools (NYCPS)’s Office of Employee Relations (OER) encompasses several offices, including the Office of Personnel Investigation (OPI), Office of Occupational Safety and Health (OOSH), and the Office of Equal Opportunity (OEO). As a part of this work, this office is responsible for managing the security clearance for all current and prospective NYCPS employees, NYCPS vendor applicants, and GoPass Volunteers, as well as assisting with the implementation of various DHR programs. Performs related work.

Reports to: Manager, Reassignments; and Manager, Investigations for the Office of Personnel Investigation

Direct Reports: N/A

Key Relationships: Works closely with Human Resource Directors and hiring managers within the NYCPS; Division of Human Resources (DHR); Office of Legal Services (OLS); Executive Director of Employee Relations; Manager of Investigations; Deputy Director, OPI; Director of the Office of Safety and Health (OOSH) and other senior officials related to the investigative process. Also works with external investigatory offices and law enforcement agencies.

Responsibilities

  • Ensures compliance with all policies, procedures, regulations, and standards of practice related to the implementation of DHR programs.
  • Supports work for investigations and reassignments for OPI.
  • Requests personnel information, including arrest information, background questionnaires, fingerprints, and general employee/applicant information.
  • Supports investigation schedule and conducts intake processing with employees and applicants.
  • Follows up with employees and applicants regarding needed information to close open matters.
  • Examines and analyzes internal and external records.
  • Provides general office support for offices within Employee Relations.
  • Supports managers and investigators with all related investigatory work.
  • Coordinates with all offices within the Employee Relations portfolio.
  • Processes reassignment or investigation.
  • Supports on-site and off-site fingerprinting events, including evening and weekend events.
  • Attends events and meetings through the five boroughs, as needed.
  • Utilizes computer systems, e.g., NYCAPS, to assist in the retrieval of information related to work history, fingerprint information, criminal history, and other information to assist in OPI processes.
  • Ensures timely review to guarantee efficient processing of projects.
  • Works directly with school administrators and NYCPS offices, as needed.
  • Assists with other investigatory matters and Freedom of Information Law (FOIL) matters, as needed.
  • Coordinates with other federal and state agencies, as required.

Qualification Requirements

Minimum

  • A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, and security, or in a major operational area of the agency in which the appointment is to be made; or
  • A baccalaureate degree from an accredited college; or
  • Education and/or experience equivalent to "1" or "2" above.

Preferred

  • Knowledge of human resources, project management and NYCPS, City, and State rules and regulations.
  • Experience managing highly confidential information of a sensitive nature.
  • Excellent spoken and written communication skills.
  • Ability to work both independently and with a team, utilizing outstanding interpersonal and teamwork skills.
  • Ability to manage multiple responsibilities and deadlines.
  • Excellent attention to detail and strong organizational skills.
  • Ability to work effectively with others at all levels of an organization and to consistently display a high level of professionalism in all interactions.
  • Excellent customer service skills.
  • Ability to thrive in a fast-paced, deadline-driven environment with changing priorities and ambiguous issues.
  • Ability to work in several offices over a given week.
  • Ability to have a flexible schedule, including working evenings and weekends.
  • Strong working knowledge of Microsoft Office Suite, especially Excel.
  • Ability to lift and transport equipment for events (up to 75 pounds).

Salary

$47,615 (New Hire Rate)

$54,756 - $60,232 (Incumbent - 2 years of full-time continuous City service)

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
