DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Senior Director of Technical Operations will sit within DEM’s Operations Unit and will report to and provide essential overarching support for the Assistant Commissioner, Operations. The Senior Director of Technical Operations will oversee critical resources and business processes needed for successful delivery of projects and programs.

With wide latitude for innovation and independent decision making, the selected candidate will be charged with responsibilities including, but not limited to, the following:

Coordinate Operations Unit budgeting: Provide administrative and substantive oversight of the Operations Unit’s $3.3B five-year capital budget and $80M annual expense budget to ensure that resources are efficiently allocated, and financial commitments are realized. In partnership with the AC, Operations, and in close coordination with the Financial Analysis and Planning Team and program teams, lead the development and management of the Operation Unit’s expense and capital financial plans. Conduct financial performance reporting, risk management and continuous improvement.

Oversee Contract Management: With support of supervised staff, serve as overall business owner for more than 20 expense and capital-funded contracts for engineering and design services, operations and maintenance, and construction. Work in close coordination with DEM’s Contracts Team and Financial Analysis and Planning Unit to ensure adherence to all applicable protocols and procedures for contract management. Utilize judgement and expertise to optimize division of responsibilities between supervised staff and Operations Unit business teams.

Oversee Evaluation, Measurement & Verification (EM&V) of retrofit projects: Lead hiring and development of an Evaluation, Measurement & Verification team that will be tasked with conducting technical reviews of potential retrofit projects; conducting pre- and post-project measurements and analysis to assess realization of anticipated energy savings; and maintaining energy engineering standards and calculation tools. Oversee EM&V team activities and exercise accountability for EM&V deliverables contracted to third-party consultants.

Facilitate standardization of project management procedures: Work closely with Operations Unit program teams to refine and drive adoption of uniform standards for project tracking, documentation, cost-estimating, inspections, invoicing and payment management, closeout, and overall performance management for both capital and expense portfolios.

Lead Performance Reporting: Oversee and enhance performance and compliance reporting for the Operations Unit. Regularly brief Assistant Commissioner, Operations, highlighting key achievements and performance risks. Identify opportunities to mitigate risk and improve performance. Ensure that reporting procedures and schedules are clearly defined and adhered to by Operations Unit program teams and staff.

Provide thought leadership and shared-expertise: As a senior member of the Operations Unit and DEM, contribute to leadership-level strategy development and problem-solving, share experiences and lessons learned, and serve as a thought-partner and helpful resource to colleagues.

Oversee team of technical and administrative staff: Provide overarching direction, coaching, and support for three to five technical and administrative staff. Lead hiring efforts for vacant positions. Create a cohesive, collaborative, and high-performing team culture.

Liaise with the Business Systems Team: attend meetings and facilitate communications between the Assistant Commissioner, Operations, and the Director of the Business Systems Team where appropriate on the continued design and functionality of the data systems that include but are not limited to Salesforce, Epsilon, and other related databases as needed; as well as with CUNY BPL where appropriate.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or
  • An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity; or
  • A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity.
  • Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows:
  • One (1) year of experience, up to a maximum of four (4) years, will be credited for each year of experience in one or more of the following:
  • Journey-level experience in one or more of the skilled building trades; or

ii. Full-time experience in the construction, repair, alteration, and/or rehabilitation of buildings in the capacity of general contractor, superintendent of construction, procurement specialist, or evaluator responsible for cost estimation; or

iii. Full-time building construction management experience; or

iv. Full-time experience in construction field supervision or inspection.

  • Education will be credited as follows:
  • One (1) year of experience will be credited for every 30 semester credits leading to a baccalaureate degree or associate degree in any of the disciplines described in “1” above, or a related field, up to a maximum of four (4) years.

ii. A master’s degree in any of the disciplines described in “1” above, or a related field, will be credited for one (1) year of acceptable experience.

iii. A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law will be credited for four (4) years of acceptable experience.

License Requirement

A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment.

Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.

Preferred Skills

The preferred candidate will bring the following skills and experience to this position: - A Professional Engineer license in mechanical engineering, electrical engineering, civil engineering, or environmental engineering - In depth knowledge of design, construction, project management and capital project delivery, with a minimum of eight years of relevant work experience. - Experience leading and directing high-performance teams, with a minimum of three-years of supervisory experience or leading matrixed teams. - Experience managing project or program budgets exceeding $10 million. - Knowledge of whole systems analysis, process reengineering, process improvement, lean management philosophy, six sigma or other related continuous improvement processes. - Knowledge of building science and energy savings calculation methodologies. - Knowledge and experience with public budgeting and procurement process. - Strong organization and project management skills. - Strong written and verbal communication skills.
