Offices, Boards and Divisions is Hiring a Training Specialist (Curriculum Development) Near Washington, DC

The Office of Overseas Prosecutorial Development, Assistance and Training's (OPDAT) mission is to build strong foreign partners who can work with the U.S. to enhance cooperation in transnational cases and to fight crime before it reaches our shores. OPDAT provides expert assistance & case-based mentoring to foreign counterparts to help develop justice systems that can effectively combat transnational crime, corruption, & terrorism consistent with the rule of law & U.S. national security.

Qualifications:

To qualify for the GS-14 level, applicants must have at least one (1) year of specialized experience at, or equivalent to, the GS-13 grade level. Examples of specialized experience include duties such as: designing and delivering curriculum related to criminal justice topics; adjusts existing course content in response rapidly evolving concepts; implementing changes to standard classroom content to remote learning; consulting with high-level officials and subject matters experts to develop proposals for new curriculum.

Responsibilities:

As a Training Specialist (Curriculum Development), you will:
  • Facilitate the design and delivery of training for OPDAT personnel that can be implemented remotely or in-person, including but not limited to best practices in monitoring and evaluation, cable writing, adult-learning principles, and differences between civil and common law justice systems.
  • Develop and apply new program methods, adult learning techniques and institutional frameworks, approaches, and technology including e-learning, in the field of counterterrorism criminal justice topics.
  • Design course concepts and refine materials, both classroom style instruction and remote learning, in response to rapidly evolving concepts in counterterrorism and counterterrorism financing.
  • Review existing courses and training materials developed in other teams, sections, and/or organizations for accuracy, timeliness, and consistency with current and emerging counterterrorism criminal justice principles.
  • Develop and deliver professional development courses focused on engagement with and training for foreign counterparts.
  • Develop templates and tools to assist Resident Legal Advisors (RLA) and regional teams with data visualization and analytics to enhance program reporting and deliverables.
  • Oversee the remote-access portal comprised of curricula and modules on rule-of-law issues related to countering terrorism and terrorism financing for the use of RLA's.
  • Provide additional programming is provided for continuing education of the counterterrorism-funded (CT) staff. This will involve virtual monthly programming and occasional mini programs on important, relevant topics.
  • Collaborate with all levels of management, headquarters personnel, field staff, other federal agencies, foreign and organizations, and relevant subject matter experts for purposes of developing a central curriculum; including training aids, instructors' guides, participants' guides, syllabi, and any additional materials to promote learning and retention of information related to counterterrorism criminal justice topics.
  • Establish and maintain relationships with domestic and international training program directors and work closely with their representatives to ensure that concerns such as training objectives, requirements, and adequate funding are met.
  • Serve as an expert for all curriculum development-related guidance regarding the design and implementation of counterterrorism assistance programs, as well as any initiatives and activities intended to enhance the ability of RLAs to customize CT-funded programming to the unique needs and circumstances of their host countries.
  • Provide advice on how best to communicate changes in legislation, policy, and procedures on counterterrorism criminal justice topics.
  • Provide guidance of requirements for budget purposes and participate in determining the training budget for overseas programming.
