Overview:  

This position is contingent upon contract award.

The Management Consultant will support facilitating adoption of changes to processes using robotic process automation (RPA) tools and assisting to move the Department of State, Diplomatic Security from its current state to the desired future state. The Management Consultant will support DS and its stakeholders with the implementation of new leadership directives, guidance, and mandates as they arise according to Department policies and regulations. This position will provide support in areas such as, but not limited to, The Foundations for Evidence-Based Policymaking Act of 2019 (Evidence Act), the Open, Public, Electronic and Necessary (OPEN) Government Data Act of 2019, GPRA Modernization Act of 2010, and Department and Federal policies and regulations to improve access, usage, quality, and transparency of data within the Bureau.

Functional (Area 1) Responsibilities (Business Process Improvement, Organizational Change Management, and Policy Support Objectives):

  • Facilitate sessions, off-sites, and meetings to review, analyze, and improve DS business processes.
  • Design and implement short-term and long-term quantitative and qualitative evaluations covering Bureau activities including programs, projects, processes, initiatives, and systems.
  • Use statistical tools to identify, analyze, and interpret patterns and trends in large and complex data sets to help diagnose and predict outcomes, and build predictive models as required.
  • Optimize business decision making through the use of advanced analytical models that drive cross-organizational solutions for the most critical issues.
  • Develop and implement statistical, machine learning techniques to create descriptive, predictive, and prescriptive analytics using RPA tools.
  • Perform analysis to assess quality and meaning of data and data systems.
  • Develop process controls to protect the integrity of data.
  • Conduct organizational assessments, desk reviews, analyses to assess current state processes, and case studies.
  • Establish effective communications strategies to promote DS’ brand and services so that customers clearly understand what the Office offers and how to obtain support.
  • Propose solutions and strategies to address and deliver business process improvement and organizational change best practices.
  • Build workflow charts, storyboards, and relevant visual products.
  • Assess training needs, develop training plans, and conduct training as needed.

Duties and Responsibilities:

  • Leads in coordinating activities for accomplishing goals and objectives for customer requirements.
  • Oversees performance of systems and process testing.
  • Assist with development of implementation and action plans.
  • Evaluates and facilitates customer acceptance of systems and processes.
  • Serves as mediator to internal issues and conflicting priorities for members of cross-functional teams.
  • Design data collection methods.
  • Use statistical tools to identify, analyze, and interpret patterns and trends in large and complex data sets to help diagnose and predict outcomes, and build predictive models as required.
  • Manage delivery of new or existing products to customer.
  • Serves as an advisor to the team and customer.
  • Develops and evaluates personnel to promote the efficient operation of the project.
  • Provide mentorship to junior consultants.
  • Support other project and communications management requirements as needed.
  • Responsible for the effective management of personnel.

Supervisory Responsibilities:

While there are no formal supervisory responsibilities associated with this position, the candidate will be responsible for the effective management of personnel, manage key processes, work under minimum supervision, and be required to train and provide guidance in support of professional staff.

Education and/or Experience:

  • Minimum of 6-9 years of experience in management consulting is required.
  • A bachelor’s degree in a business or management field is required.
  • Specialized experience in analyzing complex data required.
  • Minimum of three years of experience in conducting professional facilitations with varied stakeholders.
  • Preference for specialized experience in working with federal foreign affairs agency stakeholders to plan and implement bureau wide and/or Department-wide improvements.

Knowledge, Skills, and Abilities:

  • Ability to communicate effectively both verbally and in writing, analytical thinking skills.
  • Working knowledge of government contracting and accounting practices preferred
  • Must be proficient with Microsoft Office suite of products including Word, Excel, PowerPoint and Outlook.
  • Interpersonal skills sufficient to positively influence staff and client are required.
  • Must demonstrate a good attitude and ability to work as a member of a team.
  • Position requires self-motivation and the ability to work effectively under a minimum of supervision.
  • Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.
  • Must have excellent organizational and planning skills.

Security Clearance:

SECRET Level Required, with ability to obtain TOP SECRET 

  • Must have a current United States Government SECRET Personnel Security Clearance and be able to successfully complete a U.S. government administered Investigation for a higher level of access at the TOP SECRET level. 
  • Must be a U.S. Citizen. 
  • Must be able to maintain required Security Clearance/access approvals.
