The Chief Financial Officer shall perform such financial duties and functions as delegated by the Chairman including, but not limited to, the following; Ensures financial and accounting policies, functions, resources and programs are maintained in accordance with established laws, regulations, policies, procedures for Generally Accepted Accounting Principles and Governmental Accounting Standards. This position is the technical accounting and compliance function. This is a critical position requiring strong, fully developed governmental accounting skills, knowledge of governmental accounting, and applicable software. Applicant must have a thorough understanding of grant management and compliance. This position is responsible for the preparation of monthly financial statements, tax reporting, and financial grant & contract reports, as well as quarterly reconciliations with programs and/or departments. The CFO is responsible for the tribal annual audit and any other audits including responding to and correcting deficiencies.

ESSENTIAL DUTIES and/or RESPONSIBILITIES include the following:

  • Develops and implements accounting policies, coordination of systems and procedures, and the preparation of operating data and special reports as required, including interim and year-end financial statements.
  • Ensures that work is performed in accordance with GASB and OMB regulations, laws and policies applicable to tribal governments.
  • Manages general ledger accounting, including all balance sheet accounts (bank reconciliation), coding of expenditures to proper budget accounts.
  • Prepares monthly financial reports, month-end closing procedures, and submit written and verbal report to Tribal Council on monthly basis.
  • Oversee the preparation and filing of all quarterly and annual tax returns.
  • Oversee the preparation of all drawdowns for grants and contracts, and that all financial reports to granting/contract agencies are completed in a timely manner.
  • Assures complete and proper audit documentation of all accounting transactions.
  • Supervises Controller, Accounts Receivable, and Accounts Payable processing, and Grant Administration.
  • Maintains or supervises the maintenance of all contract/grant files for completeness.
  • Compliance with all Tribal fiscal policies and procedures and updates as required.
  • Manages sensitive/confidential employment information & records, and compensation & benefits administration.
  • Responsible for the Archive and Record & Document Management.
  • Manages Accounting Information Systems.
  • Development and implementation of commodity strategies plans and the management of supplier relationship. Other areas of responsibility include price negotiation, planning, inventory control, and quality control.
  • Generate Annual Government-wide Financial Statements and Statement of Activities as required by Office of Management & Budget OMB.
  • In conjunction with the Tribal Council and Chief of Tribal Operations, coordinates, reviews and endorses budget proposals, discusses proposed changes and significant changes.
  • Provides other directors and departments with information required by them to carry out assigned responsibilities.
  • Assures protection for the assets of the tribe through internal control, internal auditing and proper insurance coverage.
  • Serves as a liaison between the tribe and auditors, and recommends the appointment of independent public accountants and the extent and scope of their audit work.
  • Develops and negotiates Indirect Cost Proposals.
  • Other duties as assigned

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • Requires a minimum of a Bachelor's Degree in Accounting, or Finance.
  • Requires five years or more of responsible financial, accounting and supervisory experience, with at last 2 years of experience at executive level.
  • Requires experience with MIP accounting software and Micriox Accounts Payable software.

CERTIFICATES, LICENSES, and/or REGISTRATIONS:

  • Certified Public Accountant preferred.
  • Must possess a valid driver's license and be insurable by Tribal insurance

KNOWLEDGE, SKILLS, and/or ABILITIES:

  • Requires advanced knowledge of government, business accounting and auditing standards and practices
  • Should possess knowledge of indirect cost allocation proposal submissions and negotiation with appropriate agency representatives
  • Must have ability to direct and supervise multiple projects simultaneously as well as the finance department staff.
  • This position requires an awareness and deep appreciation of Indian Tradition, custom and socioeconomic need. It requires the ability, at all times to meet and deal effectively in contacts with Indian people and organization. This requires tack, courtesy, confidentiality, discretions resourcefulness and good judgment in handling sensitive issues.
  • Grant & Contract administration, willingness to work with substantial detail, meet deadlines, and perform tasks on a repetitive monthly basis
