Job Summary
The Pricing Manager is responsible for all Federal contract pricing activities from development of pricing strategies to preparation of contract pricing models. The Pricing Manager works closely with other members of the Contracts & Pricing team to ensure support of the full life-cycle administration of contracts and subcontracts and assists with managing corporate contract operations. This role is critical in helping the organization improve financially and achieve its financial goals while driving growth.

  • Contract Pricing - Lead the development and preparation of all contract pricing models. Work closely with Operations, Contracts, and Business Development to ensure all pricing models are professional, compliant, and accurate. Identify and manage required price adjustments during the contract lifecycle. Address any related pricing inquiries.
  • Price Adjustment Administration - Develop and maintain systems to ensure all contract price adjustments from wage determination rate, scope changes, and other changes impacting contract cost are properly priced and incorporated into the contract. Ensure price adjustments are accurately prepared, submitted to customers in a timely manner, and that necessary follow-ups with customers are performed.
  • Pricing Strategy - Drive the development of pricing strategy for all pricing actions. Prepare and present detailed cost/price briefings for Management including discussion of RFP pricing requirements and evaluation criteria, competitive analysis, pricing strategies, key financial metrics, cost recovery, and risk of impact of adopted pricing strategies.
  • Pricing Documentation Maintenance - Ensure all pricing files and actions are properly documented and maintained to facilitate full life-cycle administration of the contract.
  • Program Finance Support - Support Contract Administration in distribution of contract actions and related information internally and provide other support as necessary to ensure efficiency in collaborated efforts. Liaison for additional program finance activities across business unit, including compliance with financial contract provisions, contract or grant specific financial reporting needs, contract funding, and accounts receivable.

Additional Responsibilities

  • Develop and maintain knowledge of ServiceSource s financial applications to be used as a tool and resource when developing pricing models.
  • Collaborate with Contracts and Operations leadership to drive successful price negotiations for U.S. Federal Government prime and subcontracts.
  • Maintain detailed understanding of key pricing/cost model inputs and drivers, such as fringe benefits, burden rates, and facilities.
  • Maintain corporate policies and standard operating procedures relating to contract pricing.
  • Ensure Government policies, procedures and controls are being properly adhered to, including specific requirements of the AbilityOne program. Monitor changes to such requirements over time to ensure compliance.
  • Assist in developing and implementing process or procedural changes, including training documents, procedural documents and presentations for other parts of the organization.
  • Review solicitations to identify pricing proposal issues to be clarified or addressed, assist in developing contract proposal budgets, and narratives, and provide other financial support necessary for contract proposal submissions.
  • Manage the contract pricing data input process, including completion of staffing plans, RFP/RFQ processes and price analysis for subcontractors and significant purchase and vendor relationships, and other cost data inputs.
  • Maintain knowledge of industry and pricing trends.

Qualifications: Education, Experience and Certification(s)

  • Bachelor's degree in business-related field required. Master's degree and/or certifications such as CPA/CMA are a plus.
  • Five (5) or more years of related work experience, preferably at Government Contractor or nonprofit required.
  • Experience with a variety of contract types (FFP, T&M, IDIQ, etc.) and knowledge of the Federal contractor regulatory environment (FAR, DFARS, SCA, CFR, etc.) required.
  • High proficiency in price modeling in MS Excel required.
  • Excellent communication skills and the ability to effectively interact with upper management and Government customers preferred.

  • Expert-level proficiency in MS Excel.
  • Ability to manage time effectively, deliver work on schedule, and work in a fast-paced, complex, and dynamic environment, with competing priorities, as well as manage ambiguity and unexpected change.
  • Detail-oriented and able to carry out work with the highest levels of accuracy.
  • Excellent communication skills and ability to effectively interact with upper management and Government customers.
  • Knowledge of aspects of contracts administration, negotiation, subcontracts management, and accounting practices.
  • Robust multi-tasking skills, organizational skills and accuracy under pressure of short deadlines.
  • Experience working through the entire life cycle of Federal contracting is a plus.
