- Period of Performance : Short-term for 4-6 months, with the possibility to be abridged based upon completion of Performance Evaluation.

Purpose The purpose of this consultancy is to conduct an independent evaluation of the , Strong in the Americas (K Strong) program, which is managed by Partners of the Americas (POA). The evaluation aims to assess the program’s effectiveness in achieving its objectives, the relevance of its activities to the needs of its beneficiaries, and the extent to which it has contributed to the knowledge and skills development of participants. Additionally, the evaluation will explore the sustainability and scalability of the program’s model, the impact on participants’ career and academic progress, and the overall cost-effectiveness of the program. The evaluation will utilize a mix of quantitative and qualitative methods, including interviews, focus groups, and analysis of project documentation and secondary data, to gather insights from direct beneficiaries, stakeholders, and program records. The findings will be used to inform future programming and improvements and will be disseminated to the public and relevant stakeholders, including the Bureau of Western Hemisphere Affairs at the U.S. Department of State (WHA / DOS).

Consultant Responsibilities
The Consultant will be responsible for conducting a comprehensive assessment of the program’s performance and impact. Duties will include, but not be limited to :
1. Reviewing program documentation and the Full Performance Monitoring Plan (PMP) to understand the program’s goals, activities, and expected outcomes.
2. Developing and implementing a methodological framework for the evaluation, ensuring it aligns with the DOS / ECA MODE Framework and the program’s specific objectives.
3. Designing and administering data collection tools, such as surveys, interviews, and focus groups, to gather information from program participants, stakeholders, and other relevant parties.
4. Analyzing both quantitative and qualitative data to :
5. Preparing an interim report to provide preliminary findings and recommendations for program improvement.
6. Drafting a final evaluation report that synthesizes all findings, addresses feedback from POA and WHA, and provides a thorough analysis of the program’s success and areas for enhancement.
7. Disseminating the evaluation findings through publication on the K Strong website and sharing with the WHA and other stakeholders, ensuring transparency and the potential for broader application of the evaluation’s insights.
Timeline
POA anticipates the evaluation to be implemented during Q1-Q2 of and finalized by the time of submission of the Final Evaluation Report by June 30th, .

Minimum Qualifications
Education :
Bachelor’s degree in Political Science, Public Policy, International Development / Relations, International Education, Data Science, or a related field, plus 5 years of research experience (preferably working in Latin America or a developing country context);
Master’s degree in Political Science, Public Policy, International Development / Relations, International Education, Data Science, or a related field, plus 3 years of research experience (preferably working in Latin America or a developing country context).
Skills :
Specific Knowledge / Skills Requirements :
Familiarity with Microsoft suites of applications, including Excel, Word, PowerPoint, Outlook, SharePoint, PowerBI, etc.). Consultancy may require support of / use of data infographic visualizations, such as Canva.
