Under direction, the position performs professional level duties in support of the District's network services, equipment, and devices. The position leads and assists in the design, installation, and maintenance of network and telecommunication devices and services.

EXAMPLES OF DUTIES :

1. Design, deploy, maintain and upgrade wired and wireless network infrastructure and equipment and unified communication systems. (E, 20%)

2. Troubleshoot network issues to ensure user access and recommend / implement solutions. (E, 15%)

3. Coordinate projects involving network infrastructure and provide direction to classified and unclassified staff. (10%)

4. Monitor and optimize the performance and utilization of the District's wired and wireless network infrastructure. (10%)

5. Assess and recommend improvements for network security processes and procedures. (10%)

6. Install and maintain structured cabling for data, telephone, intercom, video, cable TV, audio, and related systems. (5%)

7. Install and maintain network-connected campus safety systems, such as security cameras, card

readers, door controllers, panic buttons, intercoms, alarms, SIP speakers, and emergency phones. Coordinate with elevator companies for emergency phone lines. (5%)

8. Install, monitor, and maintain uninterruptible power supplies (UPS), power distribution units (PDU), automatic transfer switches (ATS), and environmental monitoring equipment. (5%)

9. Install, configure, and troubleshoot network connectivity for Internet of Things (IoT) devices, including energy management systems, radio repeaters, card access controllers, and environmental / occupancy monitoring. (5%)

10. Provide disaster recovery and business continuity planning for network infrastructure. (5%)

11. Develop detailed documentation, including network diagrams, cabling drawings, and rack elevations. (5%)

12. Configure and troubleshoot access control lists, network access control systems, network policy servers, 802.1x / MAC Authentication, firewalls, VPNs / IPSEC tunnels, and cloud network infrastructure in AWS and Microsoft Azure. (5%)

13. Monitor contractors to ensure network infrastructure installations meet District and industry standards.

14. Organize meetings, conduct trainings, and file required documentation related to the District's network infrastructure.

15. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Associate's degree in computer science, management information systems or related field;
  • At least three years of experience in the management of network infrastructure in an enterprise environment.
  • Cisco Certified Network Associate (CCNA) certificate or equivalent;
  • Or an equivalent combination of training, certifications, and experience.

KNOWLEDGE AND ABILITIES - May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.

  • Expertise in Campus, Wide Area Network and data center networking protocols
  • Understanding of wireless concepts, technology, and protocols including wireless authentication and encryption standards
  • Familiarity with network security protocols and technologies, including firewalls, Virtual Private Networks, Intrusion Prevention Systems, and Intrusion Detection Systems
  • Proficiency in using network monitoring tools such as, but not limited to, bandwidth graphing and wireless surveys
  • Knowledge of best practices in rack cabinet cable organization along with copper and fiber optic data and telephone cabling standards
  • Understanding of uninterruptable power supplies (UPS), power distribution units (PDU), automatic transfer switches (ATS) and other related data center power distribution equipment
  • Familiarity with high availability and fault tolerance technologies
  • Apply knowledge of networking technology and protocols to configure and install switches, routers, wireless access points, voice gateways, network security appliances, and firewalls
  • Configure and install telephone handsets, fax machines, analog telephone adapters, conference room phones, video conferencing systems, and soft phones
  • Apply knowledge of industry standards to install, crimp, punch down, and terminate cabling to a variety of jacks, plugs, patch panels, and punch-down blocks, including mechanical and fusion splice single-mode and multi-mode fiber
  • Implement network monitoring tools to detect and measure uptime, bandwidth utilization, latency and jitter for a variety of network devices
  • Use common hand tools and equipment to access a variety of locations and install network equipment such as, but not limited to, switches, routers, servers, appliances, fiber enclosures, patch panels, cable managers, PDUs, and UPS into rack cabinets
  • Apply knowledge of District network standards and specification to ensure that network equipment is procured and installed in compliance with such standards
  • Maintain up-to-date knowledge of emerging technology and changes to best practices in the field of networking
  • Effectively troubleshoot extremely complex problems involving multiple protocols, applications, appliances, and carriers
  • Apply best-practice security principles to new and existing network infrastructure
  • Effectively inspect the work of contractors and vendors as it relates to the installation and maintenance of network equipment
  • Develop and maintain effective working relationships with all District staff and vendors
  • PHYSICAL ABILITIES

  • The position occasionally is required to exhibit the physical ability to push, pull, lift, and carry objects weighing between 10 lbs. - 50 lbs. while transporting and installing network equipment
  • The position will occasionally be required to exhibit fine manipulation to operate common hand tools, climb ladders, stoop (slight bend at the knees), squat, reach above and below shoulder level to inspect and install equipment
  • The position will occasionally be required to walk and stand while inspecting, trouble shooting, and installing network equipment
  • The position will frequently be required to sit and exhibit fine manipulation to operate a computer
  • The position will be required to communicate to inspect, diagnose, troubleshoot, and install network equipment and resolve networking issues

    LONG-TERM DISABILITY (LTD) : Employer-paid benefit pays 66.67% of your monthly salary (up to $3,000) monthly starting 140 days after you are out of work and continuing up to age 65 if the disability occurs at age 59 or before 5 years if the disability occurs at age 60 to 64 up to age 70 if the disability occurs at age 65 to 69 1 year if the disability occurs at age 70 or after.

    MISCELLANEOUS RETIREMENT : Pasadena City College has two retirement formulas through the California Public Employees' Retirement System (CalPERS). The employer contribution rate is 26.68%.

  • Classic Member - Formula 2% @ 55) : If you became a member prior to January 1, 2013, but you permanently separate from employment and return to membership after a break in service of more than six months, you are subject to the retirement formula in place on January 1, 2013, for any service credit earned after that date. This does not apply if you return to the same employer. The same employer does not necessarily mean the employer you last worked. As of July 1, 2020, the employee contribution is seven (7%) percent.
  • PEPRA New Member - Formula 2% @ 62) : Applicable to employees who work directly for the Los Angeles County Superintendent of Schools hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2022, the employee contribution is 8.00% and subject to change annually.
  • A new member is defined as any of the following :

    1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.

    2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

    3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

    CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the Los Angele County Office of Education annual actuarial valuation.

    COMPUTER LOAN PROGRAM : The College provides an interest-free loan to employees for the purchase of computer hardware or software. The maximum amount of the loan is $4,000. Eligible employees must have been employed by the College for one year and must be eligible to receive health and welfare benefits.

    EMPLOYEE ASSISTANCE PROGRAMS : Two employee assistance programs that are free and available 24 / 7. Both programs are a counseling referral and provide confidential counseling help regarding marital discord, family problems, job-related stress, travel, funeral planning.

    HOLIDAYS : 19 paid holidays per fiscal year 1 floating holiday (if hired by September 9th of each fiscal year)

    If an assignment is less than 100 percent, vacation is earned at the same rate, prorated to the percentage of the assignment.

    SICK LEAVE : Employees are granted 12 days of sick leave.

    Sick leave is advanced for all employees on July 1 each year. All unused sick leave accumulates from year to year. If an employee worked for another California community college district or county school, he / she may be entitled to transfer the earned sick leave.

    The Human Resources office will send the necessary forms to the sending institution once they are informed that sick leave days are available for transfer.

    BEREAVEMENT LEAVE : Employees are eligible for a paid leave of absence for a death in the immediate family or the immediate household. The allowed leave may not exceed three (3) working days or five (5) working days if travel of over three hundred (300) miles is required. Employees must provide such proof of eligibility for bereavement leave benefits as may be required by the District. The immediate family includes the employee's spouse, domestic partner, son, daughter, father, mother, brother, sister, father-in-law, mother-in-law, grandparents, grandchildren of the employee or the spouse / domestic partner of the employee, son-in-law, daughter-in-law, or any relative living in the immediate household of the employee as defined in Part II. A. 1. or any other person for whom the employee is legally responsible. Up to one (1) day's paid leave may be granted for an employee to make funeral arrangements and / or to attend the funeral of relatives not listed above. Up to one-half (1 / 2) day's paid leave may be granted for an employee to attend the funeral of a friend. Paid bereavement leave is not available during unscheduled hours or days of employment, during an unpaid leave of absence, or during the unpaid period of the year for those employees on a ten- (10) month or eleven (11) month assignment.

    INDIVIDUAL POLICIES : Additional Insurance policies are available such as short-term disability, hospital confinement indemnity, sickness indemnity, cancer, accident, and lump sum critical illness.

    IRC Section 125 : A cafeteria plan available to all employees that allow pre-tax money to pay for qualified medical and dental expenses and child care.

    TAX-SHELTERED ACCOUNT : Employees (along with their immediate family members) are eligible to become members. 457(b) deferred compensation plans available, 403 (b) TSA plans, and Roth 403(b) plans.

    VOLUNTARY PET INSURANCES : Employee has the option in signing up for a PPO plan or HMO plan

    VOLUNTARY LIFE INSURANCE : Plan is available for employee to purchase.

    VOLUNTARY ACCIDENTAL DEATH & DISMEMBERMENT : Plan is available for employee to purchase.
